Job Description

The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost its institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for the Senior Training Expert position who meet the following requirements.

Senior Training Expert is responsible for designing, developing, and delivering high-quality training programs and initiatives to enhance the skills, knowledge, and performance of employees. This role involves needs analysis, curriculum development, training delivery, and evaluation of training effectiveness. The Senior Training Expert plays a key role in promoting continuous learning and professional development within the organization.

Duties and responsibilities

Training Needs Assessment

  • Conduct training needs assessments to identify skill gaps and learning requirements among employees.

  • Collaborate with department heads and managers to understand specific training needs for various teams.

    Curriculum Development:

  • Design and develop comprehensive training programs, modules, and materials tailored to address identified learning needs.

  • Ensure training content aligns with the legal frameworks (constitution, proclamation, regulation and directives, operational procedures organizational objectives, industry best practices, and emerging trends

  • Training Delivery:

  • Facilitate engaging and interactive training sessions, workshops, and seminars for election officials at various levels.

  • Utilize a variety of training methods and techniques, including workshops, simulations, e-learning, and on-the-job training.

  • Follow-up and report on the status of the training in collaboration with junior and training experts 

  • Address challenges and unforeseen circumstances that might affect the success of the training in collaboration with the head, if necessary

  • Ensure the quality of training at all cascade levels. 

    Training Evaluation:

  • Establish evaluation metrics and methods to assess the effectiveness of training programs.

  • Collect feedback, analyze training data, and prepare reports to measure the impact of training initiatives.

    Professional Development:

  • Provide guidance and technical support to employees in their professional development efforts.

  • Recommend and utilize external training opportunities, workshops, and certifications relevant to employees' career growth.

    Training Coordination:

  • Coordinate logistics for training programs, including scheduling, venue arrangement, materials preparation, and participant communication.

  • Coordinate the recruitment and deployment of trainers to the required number of training center, ensure that the trainers arrived to the training center 

  • Collaborate with external training providers, if necessary, to organize specialized training sessions.

    Mentorship and Coaching:

  • Mentor lead, master, and field trainers and provide coaching to enhance their training facilitation skills.

  • Conduct train-the-trainer sessions to ensure consistency in training delivery.

    Continuous Improvement:

  • Stay updated with training methodologies, adult learning principles, and emerging technologies in the training industry.

  • Integrate innovative approaches and technologies to enhance the effectiveness of training programs.

  • Any other duties as assigned by your line manager

Job Requirements

Education and Work Experience

  • MA or BA degree in Management, Business administration, Business management, public administration, development management, Law, and other related fields

  • 7 years for Masters or 8 years for BA in related job positions

Know-How (Skills) (Technical competencies):

  • Proficiency in instructional design, curriculum development, and training delivery techniques.

  • Excellent interpersonal, communication, and presentation skills.

  • Ability to adapt to diverse learning styles and engage learners effectively.

  • Strong organizational skills and attention to detail.

  • Commitment to continuous learning and professional development.

  • Deep understanding of the mission, vision, and core values of NEBE

  • A deep understanding of training and development theories, principles, and best practices. 

  • Familiarity with the legal framework, regulations, and guidelines related to elections.

  • Proficiency in managing the entire training cycle (training needs assessments, designing training curricula and materials, coordinating logistics, delivering training sessions, and evaluating training outcomes). 

  • Knowledge of training evaluation techniques and the ability to assess the effectiveness of training programs.
