Statement of the Purpose:

The job holder is responsible for work on drafting and reviewing legal documents, ensuring accuracy and compliance with applicable legal frameworks. They will conduct legal research and analysis to support informed decision-making and policy development, coordinate with the Department Head in preparing for legal negotiations and identify potential legal risks while proposing effective mitigation strategies.

Specific Duties and Responsibilities: 

• Ensure all departmental activities and decisions align with applicable legal frameworks and corporate governance standards.

• Coordinate with external legal practitioners to carry out legal tasks in accordance with the organization's objectives and executive guidance

• Provide comprehensive legal advice to various departments on laws, regulations, directives, contracts, court decisions, and other legal matters.

• Advise the authority on the legal aspects of transactions, conducting ongoing research into the regulatory framework impacting their viability.

• Review, draft, and vet various contractual agreements, ensuring legal accuracy, enforceability, and compliance with applicable laws, regulations, and institutional policies.

• Identify and liaise with external attorneys to prepare necessary documentation, negotiating with clients and their legal representatives to finalize agreements.

• Review, vet, and certify internal business publications, formal announcements, and media releases.

• Draft legal instruments on behalf of ECMA, including proposals for changes in administrative, operational, and litigation matters.

• Participate in tender document preparation, pre-bid meetings, and tender openings, providing legal advice on procurement-related matters.

• Provide legal advice, opinions, and reports on legal matters as required within the Authority.

• Respond to internal and external queries as appropriate.

• Review legal files and make recommendations for closure or briefing external counsel.

• Representing the Authority before tribunals and courts. 

• Performs other related tasks as instructed.

Job Requirements

Qualification Requirements:

• Bachelor’s degree (LLB) or above in law or related field to the Job function from an Accredited or recognized learning institution.

• 4 years of relevant working experience

One of the major objectives of ECMA is to ensure the existence of a capital market environment in which securities can be issued and traded in an orderly, fair, and efficient manner. ECMA, as a regulatory authority, grants licenses to any person to operate as a security exchange, derivative exchange, security depository and clearing company, capital market service provider, over-the-counter trading facility, or any other activity deemed by ECMA as a regulated activity under its jurisdiction. ECMA regulates and oversees trading in primary and secondary markets of securities, the use of electronic trading platforms that deal with securities and gives recognition and oversees the activities of self-regulatory organizations.
