Job Description

The Deputy Head, General Service Department is responsible for a fully functional assistant department head level and is responsible for budgeting, fleet operation, staff organization and development, performance evaluations, employee relations, prioritizing and assigning work, and related activities.

Duties and responsibilities

            Primary responsibilities of the Deputy Head of General Services Management:

  • Assist in managing and coordinating general support services, including facilities and administrative support.

  • Support in ensuring a safe and conducive working environment for all the NEBE staff.

  • Support in overseeing the allocation and utilization of resources for operational needs.

    Facilities Management

  • Assist in managing the NEBE facilities, including offices and warehouses.

  • Support in maintaining a safe and well-maintained working environment.

    Resource Allocation and Tracking

  • Assign resources to different departments based on their needs and priorities.

  • Execute tracking mechanisms to monitor resource utilization and efficiency.

    Disaster Preparedness and Business Continuity

  • Secure and develop disaster preparedness plans and business continuity strategies to address potential disruptions to operations.

    Staff Training and Development

  • Assure that department staff receive appropriate training and development opportunities to enhance their skills and knowledge.

    Collaboration with Other Departments

  • Collaborate and aid with other departments to align general service operations with NEBE’s strategic goals.

    Ethical Guidelines

  • Contribute to reinforcing ethical principles, including transparency, fairness, and accountability, in all general service operations.

    Budget and Resource Allocation

  • Contribute in Planning resources and budget requirements for the department's general service activities.

  • Other duties assigned by the supervisor.

Job Requirements

Education and Work Experience

  • MA degree or PHD in Management, Business Administration, Business Management, Public Administration, Development Management, or any related field.

  • 9 years for Masters or 7 years for PHD (4 years in a leadership position) 

Know-How (Skills) (Technical competencies):

  • Strong understanding of facilities and logistics operations, procurement processes, and administrative services.

  • Excellent leadership, decision-making, and problem-solving skills.

  • Ability to collaborate effectively with cross-functional teams and stakeholders.

  • Strong communication and negotiation skills.

  • Proficiency in relevant software and tools for facilities management, procurement, and administrative services.
