Job Summary

The Senior Holding Foreign Procurement Officer I is responsible for coordinating all foreign purchasing activities to meet the supply needs of the Holding Company and its subsidiary companies. This role involves managing the end-to-end foreign procurement process, from requisition to delivery, ensuring compliance with specifications and efficient logistics. The officer will also be instrumental in supplier evaluation, strategic sourcing, and maintaining strong relationships with internal stakeholders and external partners.

Key Responsibilities

  • Oversee and execute foreign procurement processes, ensuring timely and cost-effective acquisition of raw materials and other inputs for the Holding Company and its subsidiaries.

  • Manage all aspects of foreign procurement logistics, including foreign exchange approval, insurance, Letter of Credit (LC) processing, customs clearance, and bank clearances.

  • Administer bid securities and performance guarantees to ensure compliance and mitigate risk.

  • Conduct market research to identify optimal foreign procurement practices, such as order consolidation, economic order quantity, and bulk discounts.

  • Develop and manage the annual materials requirement plan (MRP), centrally ordering foreign procurements based on projected needs and market assumptions.

  • Identify, evaluate, and maintain a robust list of international vendors, continuously seeking alternative supply sources for cost savings and improved efficiency.

  • Ensure accuracy and compliance of all foreign procurement requests, purchase orders, and contract agreements regarding nomenclatures, specifications, quantities, qualities, and delivery times.

  • Prepare and process procurement documentation, including quotation requests, purchase orders, tender documents, bid analyses, and result notifications.

  • Lead tender floating processes, conduct offer analysis, and select suppliers for tender purchases.

  • Verify and validate contract agreements, technical evaluations, and financial assessments.

  • Propose and implement approved policies and procedures to enhance overall economic foreign procurement management.

  • Facilitate communication and negotiations with banks, customs offices, insurance companies, and transit/forwarding agencies on procurement-related matters.

  • Verify consistency between samples presented for bids and actual deliveries.

  • Expedite procurement schedules and coordinate clearing and transit activities for foreign procurements.

  • Monitor and update subsidiary companies on order statuses, proactively addressing unforeseen developments.

  • Track and resolve issues related to short-landed, damaged, or undelivered goods, liaising with suppliers or insurance as necessary.

  • Prepare and submit periodic reports on procurement activities and performance.

  • Perform other job-related duties as assigned by the immediate supervisor.

Job Requirements

Education & Experience:

  • Second Degree from a recognized university in Procurement, Management, Logistics & Supplies Management, Supply Chain Management, Business Administration, Business Management, or a related field, with 6 years of related work experience, including 2 years in a supervisory or senior expertise position       

                                      OR

  • First Degree from a recognized university/college in Procurement, Management, Logistics & Supplies Management, Supply Chain Management, Business Administration, Business Management, or a related field, with 8 years of related work experience, including 3 years in a supervisory or senior expertise position.
