Job Description

Medical Teams International is a non-profit organization providing lifesaving medical care to vulnerable populations, particularly in crisis-affected regions. The organization is registered with the Agency for Charities and Society Organizations in Ethiopia. To strengthen its financial management systems and ensure compliance with best practices and donor requirements, the organization seeks to Adopt a comprehensive Financial Manual for Ethiopian Mission.

The objective of this consultancy is to develop a comprehensive and practical Financial Manual that outlines the financial policies, procedures, and internal controls of Medical Teams International

Scope of Work

The consultant will be responsible for:

  • Reviewing existing financial policies, procedures, and documentation.

  • Conducting consultations with key staff to understand current practices and needs.

  • Developing a draft Financial Manual covering:

  • Accounting policies and procedures

  • Budgeting and forecasting

  • Financial reporting

  • Cash and bank management

  • Procurement and asset management

  • Payroll and staff benefits

  • Internal controls and audit mechanisms

  • Compliance with relevant laws and donor requirements

  • Presenting the draft manual for feedback.

  • Finalizing the Financial Manual incorporating feedback. –

Methodology

The following methodology should be followed to review and revise the Finance Policy of Medical Teams International in Ethiopia: Medical Teams International has already developed several documents that will serve as foundational references for this assignment. These include:

  • A draft Country Office Financial Manual, which is currently being localized and mapped to Ethiopia-specific processes.

  • A Field Manual SOP, which outlines operational procedures relevant to field activities.

The consultant is expected to review and incorporate these existing materials into the development of the final Financial Manual. This will ensure consistency, avoid duplication, and align the manual with both global standards and local practices.

  • Desk Review A comprehensive review of existing policy documents and relevant literature will be conducted to assess the current state of the Finance Policy. This will include an

  • Evaluation of alignment with internal procedures, donor requirements, and national regulations.

  • Stakeholder Consultations Key stakeholders, including representatives from Finance, Risk, HR, Compliance, and the Senior Leadership Team (SLT) will be engaged through interviews and focus group discussions. These consultations aim to gather practical insights, identify policy gaps, and understand on-the-ground challenges in policy implementation.

  • Comparative Analysis The current Global policies will be benchmarked against best practices from similar medical and humanitarian INGOs operating both within Ethiopia and internationally. This analysis will help identify strengths, areas for improvement, and opportunities for policy alignment with global standards.

  • Drafting Revised Policies Draft versions of revised policies will be developed, integrating findings from the desk review, stakeholder input, and comparative analysis. These drafts will aim to be clear, practical, and responsive to both operational needs and compliance requirements.

  • Feedback Loop The draft policies will be presented to relevant stakeholders for review and feedback. Revisions will be made based on their input, ensuring that the final policies are well-informed, inclusive, and widely accepted across departments.

Final Deliverables

  • Inception report with work plan and methodology

  • Draft Financial Manual

  • Final Financial Manual (both editable and PDF versions)

  • Presentation of the manual to management/staff

Duration

The consultancy is expected to take place over a period of 6 weeks, starting from [August 20st 2025 to September 30th 2025].

Job Requirements

Qualifications and Experience

  • CPA (Certified Public Accountant)

  • MBA or a master’s in finance

  • At least 6 years of experience in financial management or consultancy.

  • Proven experience in developing financial manuals or similar documentation.

  • Knowledge of [relevant financial standards, e.g., IFRS, IPSAS].

  • Excellent communication and writing skills.

Evaluation criteria

  • Proposals will be evaluated based on:

  • Relevant experience and qualifications (10%)

  • Understanding of the scope of work (20%)

  • Proposed methodology and approach (40%).

  • Cost-effectiveness or financial proposal (30%)

Reporting

  • The consultant will report to the Compliance Manager and work closely with the SLT.

Timeline

  • The assignment is expected to be completed within six weeks from the start date. Key milestones will include:

  • Week 1: Project kickoff, initial consultations and contract set up

  • Weeks 2: Desk review and stakeholder engagement

  • Week 3-4: Drafting revised policies

  • Weeks 5: Feedback collection and revisions

  • Week 6: Finalization of policy documents and Submission of final report
