The protection officer will report to the Deputy Area Manager (DAM) and with additional support from the Head of Safeguarding, GESI and Protection in the overall management, planning, assessing, implementing, and reporting of the program. The main responsibilities of the PO focused on integrating protection principles and standards into all aspects of an organization's work, ensuring that programs and activities do not cause harm, and that they are responsive to the needs of vulnerable populations. This includes activities like implementing designed activities, developing and delivering training, conducting assessments, and monitoring and evaluating project implementation.
Mainstream Protection
Train Kebele, woreda level stakeholder and Officials on Protection, safeguarding and safe referrals and etc.
Coordinate activities with all stakeholders and the community to build cooperative working relationships at the Woreda level.
Ensuring proper mainstreaming of protection during the provision of core services, such as H&N, WASH and ES/NFIs, FSL interventions.
Organize awareness raising campaigns on International Women’s Day, HIV/AIDS Day, 16 Days of Activism etc.
Ensure close follow up of SGBV cases and proper recording of developments and referrals in take files.
Work on the monthly progress reports and Biweekly update and share to the Project manager and HO SGESIP head.
Participate in the design and implementation of program and project evaluation.
Attend capacity building trainings as requested by the line manager.
Integrate CP and GBV issues at all time and work with the CP team together in other operation areas.
Perform other duties as assigned by the Project Manager.
Attend protection cluster (GBV and CP) meetings and represent GE in protection meetings, visits, assessments etc.
Ensuring that all projects, regardless of their primary focus, consider protection concerns and adhere to established protection principles, such as "do no harm," safety, dignity, and participation.
Develop training materials and delivering workshops on protection mainstreaming and related topics to staff, partners, and other stakeholders.
Conduct protection risks Assessment and needs within specific communities and Multi -Sectors aspects.
Develop and implement, monitor and evaluate protection programme to track progress, identify challenges, and ensure that protection mainstreaming efforts are effective.
Advice and support to program staff and other stakeholders on how to integrate protection into their work.
Advocate for the protection of vulnerable populations and communicating key protection messages to relevant stakeholders, Official and Authorities.
Coordinating with other teams and organizations to ensure a consistent approach to protection mainstreaming.
compiling and submitting reports on protection mainstreaming activities, as well as documenting lessons.
Providing technical support to staff on issues related to protection from sexual exploitation and abuse (PSEA).
Safeguarding/Compliance issues
Familiarize oneself to GOAL Donor Compliance issues, specifically to the terms and conditions of the Donor the programme is working on and comply with same in area of responsibility.
Ensure compliance with GOAL Safeguarding Policies that include Child Protection policy, Prevention from Sexual Exploitation, Abuse and Harassment policy (PSEAH), and Code of Conduct and uphold the highest standards according to your area of responsibility.
Foster a working environment that is non-threatening, safe, and actively addressing safeguarding in its processes. Take proactive steps to ensure that potential safeguarding risks are identified and work to eliminate and mitigate those risks.
Acting as the focal point (first point of contact) and taking the lead on child and adult safeguarding within the organization.
Ensuring safeguarding orientation is given to new staff, volunteers and high-risk suppliers.
Ensuring staff and others are aware of GOAL safeguarding policy and their responsibilities according to the policy.
Advising and supporting staff, volunteers and partners in the implementation of the safeguarding policy.
Carrying out risk assessments, or supporting others in completing them, when required.
Ensuring that Programmes, practices and activities take constant and regular account of safeguarding measures.
Mapping out and establishing partnerships with humanitarian organizations, local authorities and civil society organizations with expertise in human rights, so that information is available if an incident occurs or external advice is needed.
Ensuring staff, volunteers and all stakeholders, as well as children and adults, are familiar with the safeguarding policy, and that the policy is accessible and understandable taking into account of contextualization.
Acting as the first point of contact if incidents of abuse arise, and escalating concerns to national safeguarding points, senior management and, including law enforcement, as appropriate.
Participating in safeguarding and PSEAH training, as required for Internal and External Opportunities
Keeping an accurate record of any incidents.
Maintaining the safeguarding implementation plan and present quarter progress report, as requested from the national safeguarding focal point
Advising and representing the organization in matters relating to safeguarding at field level
Map services and develop referral pathways in collaboration with other partners, and service provider organizations and institutions.
Ensure complaints mechanisms are safe and accessible to all programme participants
Received, document, respond to and provide referral to safeguarding reports
Specification
Requirements: (Educational Qualification and Experience)
BA in Psychology/Sociology/Social Work or other related social science field with more than Three years’ experience, preferably in NGO environment.
Language:
Knowledge of local languages – Somali is a Plus and only Female applicant!
