Job Description

  • Location: Central Ethiopia Region  Misraq Guragie, Mesqan; ,Mareqo Liyu Woreda, Mareqo, ,Hadiya, Shashogo , Halab, Wera Dijo , Kembata, Qadida Gamela ,Xembaro, Xambaro ,Silxe, Hulbareg ,Guragie, Inor Inar Mager , Yem, Fofa ,Qebena Liyu Wored, Qabena) 

  • Reports to:  Regional Project Coordinator with matrix management to the Woreda Administrator   

  • Contract term: Contract 10 months (renewed every three months)

  • Number of positions: 10 

Duty station: one of the Woreda stated above with frequent travel to kebeles 

The International Institute for Primary Health Care – Ethiopia (IPHC-E) is an organization affiliated with the Ethiopian Ministry of Health (MOH) and supported by the Bill and Melinda Gates Foundation. IPHC-E provides technical assistance in Primary Health Care to the Ministry of Health and other countries through capacity building training, knowledge generation, management and sharing, program design and implementation. We support the MOH through evidence-based policy recommendations, training of PHC leaders for both young and established, implementation of innovation laboratories, and engagement on PHC related policy and strategy designs. We engage in global advocacy to bring PHC as a primary driver to achieving Universal Health Coverage (UHC) in Ethiopia and beyond. 

In addition to building the capacity of Primary Health Care systems in Ethiopia and across the globe, the Institute focuses heavily on projects which aim to ensure that programs are successfully implemented, lessons are documented and shared with policy makers and implementers with the goal of consolidating and scaling up innovations.

The Project

IPHC-E is collaborating on a project called “Technical Assistance to the Establishment of Model Woredas for Seqota Declaration in Ethiopia” which is a venture bringing together the MOH and IPHC-E with support from Big Win Philanthropy. The transformational goal of this project is to accelerate the reduction of childhood stunting by creating a synergistic approach between Community Labs, Growth Monitoring and Promotion and Yelemat Turufat. This partnership aims to establish replicable model woredas that can serve as a “lighthouse” for all woredas nationwide and beyond for driving sustainable nutrition improvements in Ethiopia.

Thus, IPHC-E is looking to a woreda coordinator who would facilitate and lead the Technical Assistance for establishing Model kebeles and Woreda, facilitate rapid assessment, identify gaps, conduct capacity trainings, facilitate meetings and workshops, conduct supportive supervisions and provide Technical Assistance for the implementations of high impact interventions. The woreda coordinators will lead the TA at woreda level in one of the project’s woreda in the Central Ethiopia region. 

Scope of work

The woreda coordinator will closely work with the woreda and regional project technical working and advisory teams that will be established for the purpose. The woreda coordinator is expected to communicate with all partners engaged in the project at woreda and kebele levels. The woreda coordinator facilitates all components of project implementation at woreda and kebele level in consultation with the regional project coordinator. The woreda coordinator will serve as the focal person for the project in all activities of the Technical Assistance project at woreda and kebele levels. The woreda coordinator is expected to have technical capacitates in capacity building, conducting assessments, interviewing people and writing reports. 

Duties and responsibilities of the woreda coordinator:

Program Management and Program Planning of budgeted Woreda Plans

  • Provide orientation to the annual planning tools for the local government (woreda and kebele) and key stakeholders 

  • Facilitate workshop and meetings with woreda and kebele administrators on the woreda based mulit-sectoral costed plan development. 

  • Search and compile documents that are relevant to the project at woreda and kebele levels 

  • Communicate with stakeholders and attend meetings, take notes and document conversations in the woreda and kebeles.

  • Ensure the woreda and kebeles develop annual project implementation plans with specific target indicators measured monthly. 

  • Collect data through informal and formal communication with stakeholders 

  • Organize and participate in monthly multi-sectoral coordination and project progress meetings with the woreda administration.

  • Conduct and participate in monthly coordination meetings with the kebele administration.

  • Organize quarterly, biannual and annual joint woreda and kebele multi-sectoral performance review and planning meetings where the specific target indicators are reported.

  • Develop performance KPIs/Scorecards for Seqota Declaration model woreda establishment with sectors offices and kebeles.

  • Support implementation of transformation agenda in the woreda and kebeles.

  • Submit performance reports to the regional project coordinator and Regional SD PDU. 

Implementation of the Seqota Declaration Model woreda establishment Capacity Building and Coordination Activities

  • Support seqota declaration model woreda implementing sectors to organize relevant workshops and trainings 

  • Coordinate with the Woreda Administrator to provide regular updates on the progress and challenges during the implementation of all Seqota Declaration model woreda establishment activities.

  • Facilitate community lab workshops and support kebeles on effective implementation.

  • Work with sector to build their capacity and follow up sector frontline workers to effective implement SBCC.

  • Provide regular technical assistance and support to the model woreda implementing sectors on SBCC mainstreaming guideline and Support production and dissemination of IEC/BCC materials and use of local resources to support SBCC activities.

  • Collaborate with Seqota Declaration model woreda implementing sectors to improve their institutional arrangements

  • Utilize woreda-based stakeholders mapping tool to update stakeholders list and track the nutrition resources on a regular basis 

  • Mobilize local resources to address prioritized challenges in each kebele and woreda 

  • Coordinate establishment of religious leader’s forum and organize forum on a quarterly basis

Monitoring, Evaluation, and Learning of the Seqota Declaration Model woreda establishment plan 

  • Facilitate learning journeys for the woreda and kebele cabinets, the sector leaders, and technical committee

  • Facilitate and participate in UNISE and other SD model woreda establishment related trainings and workshops at the woreda level.

  • Support and facilitate quarterly supportive supervision to selected kebeles.

  • Conduct onsite supportive supervision for project implementing sectors

  • Participate in trainings and logistics for Yazmi technology implementation at the health post level

  • Ensure timely completion of Project indicators and UNISE at the woreda and kebele levels 

  • Submit monthly project reports and monitoring data for UNISE to regional project coordinator

  • Support the use of the monthly data to influence local decision-making and political recommendation. 

  • Organize quarterly project review and planning meeting

Job Requirements

Required qualifications, experiences and skills: 

  • BSc or BA or Master’s degree in public health, Nutrition, Agriculture or related field 

  • Outstanding experience in coordinating, leading programs or managing development agendas related to nutrition and food systems

  • Knowledge on the concepts of SD model woreda establishment and training on Nutrition specific and Nutrition sensitive interventions is desirable 

  • Previous experience in similar projects or experience in Seqota Declaration is preferrable

  • Experience working closely with Ethiopian government institutions

  • Fluency in English, Amharic and local Language 

  • Has skills in writing reports and experience in report writing  

  • Excellent computer skills including email communication, Microsoft office for report creation, Microsoft excel for data manipulation, Microsoft PowerPoint for data visualization and presentations, and general internet skills 

  • Able to work with multi-cultural and multi-disciplinary teams

  • Highly organized and detail oriented

Deliverables:

  • Along with the regional and central team, S/he supports successful completion of: Component 1: Preparation and rapid assessment, Component 2: package-community led high impact interventions, Component 3: implementation support, and Component 4: M&E and documentation

  • Identify kebeles by the status of GMP, Community Lab and Yelemat Tirufat and assess gaps 

  • Minutes, proceedings, documents, files and reports at woreda level; compile kebele level reports and submit them to the regional coordinator

  • Documentation of best practices and innovations

  • Rapid Assessment reports 

  • Plan and conduct sensitization and capacity building workshops in collaboration with the regional and central team

  • Progress report and M& E results 

  • Advocacy materials and reports 

Compensation and Modalities of Payment

  • Salary will be negotiated. Period of employment will be 10 months renewed every three months.
