Job Description

The Director of the Project Management Office (PMO) at OVID Construction PLC is a senior leader responsible for creating, leading, and standardizing the company’s project delivery framework. This executive plays a central role in overseeing the planning, execution, and monitoring of all major construction projects—across real estate, infrastructure, housing, and industrial developments.

Reporting directly to the CEO, the PMO Director also works in close collaboration with the OVID Holding Project Office, ensuring strategic alignment, standardization, and performance visibility across the broader Group project portfolio. This role drives operational consistency, risk mitigation, and on-time/on-budget delivery while elevating the execution culture of the company.

Core Purpose of the Role

To institutionalize excellence in project planning, monitoring, reporting, and execution across all construction projects and act as the operational command center, ensuring OVID Construction delivers its strategic and commercial goals efficiently and consistently.

Top Roles and Responsibilities

PMO Governance & Strategy

  • Design and institutionalize OVID Construction’s PMO framework and delivery standards.

  • Establish project lifecycle governance, approval gates, reporting protocols, and execution charters.

  • Align PMO systems with those of OVID Holding to enable centralized oversight and learning.

Project Planning, Execution & Control

  • Oversee master planning, scheduling, and budgeting across multiple project portfolios.

  • Monitor execution of project activities through regular progress reports, dashboards, and onsite reviews.

  • Ensure effective planning-to-procurement-to-construction coordination for smooth project rollout.

Performance Monitoring & Analytics

  • Create dashboards and real-time tracking systems to measure progress, cost, schedule, and quality metrics.

  • Review and analyze project variances; initiate course correction plans where necessary.

  • Maintain a project health index across all active and upcoming programs.

Strategic Alignment with OVID Holding

  • Ensure all project frameworks are harmonized with the Holding Project Office’s governance structures.

  • Act as the primary link between OVID Construction and Holding on all project-level matters.

  • Share reports, KPIs, and project risk updates to support group-level portfolio management.

Risk, Quality & Compliance Management

  • Implement centralized risk registers and mitigation tracking systems.

  • Ensure technical and contractual compliance across all project phases.

  • Oversee integration of QA/QC frameworks into project planning and execution.

Cross-Functional Coordination & Reporting

  • Facilitate alignment across Engineering, Procurement, Planning, Finance, and Site Management teams.

  • Chair weekly/monthly project review meetings and publish consolidated reports to the CEO and other stakeholders.

  • Collaborate with finance for cash flow planning and with HR for resource capacity management.

Team Leadership & Execution Culture

  • Build and lead a competent team of planners, controllers, and project analysts.

  • Lead coaching programs on project management tools and discipline across departments.

  • Foster a high-performance culture grounded in data, accountability, and proactive risk response.

Job Requirements

Education

  • Bachelor’s degree in Civil Engineering, Construction Management, or related field (required)

  • Master’s degree in Engineering Management, Project Management, or MBA (preferred)

  • Professional certifications (e.g., PMP®, PRINCE2®, Lean Construction) are a strong asset

 Experience

  • 12+ years in project management within the construction industry

  • At least 5 years in a PMO or senior planning/execution leadership role

  • Hands-on experience with large-scale infrastructure or mixed-use projects

  • Familiarity with integrated project management systems and ERP platforms
