Job Description

GOAL is a non-for-profit organization that has been working in Ethiopia for over 30 years across all the region of the country towards ensuring the poorest and most vulnerable in our world and those affected by humanitarian crises have access to the fundamental rights of life, including but not limited to adequate shelter, food and livelihoods, water and sanitation, nutrition, healthcare and education. GOAL implements a range of multi-sectoral development, resilience, recovery and humanitarian responses Programmes by being sensitive to cross-cutting issues including gender, accountably, child protection, HIV/AIDS.

CRS, in collaboration with GOAL Ethiopia, other JEOP implementing partners and ICT4D vendor, developed the JEOP portal – a robust data management system. The portal is designed to automate and simplify key processes such as VBT, MBL, and payroll generation. Additionally, it automates the preparation of weekly and monthly commodity tracking reports. The JEOP portal benefits the program by enabling more timely tracking of commodity movements, improving the identification and tracking of program participants, enhancing data quality, and fostering the use of data for more informed and better decision-making. The system is ready for use and has been piloted several woredas; training and rollout across all partners is in progress.
As the lead for JEOP digital data management and device management, you will facilitate the achievement of project objectives through coordinating and reporting on all JEOP activities related to digital data and device management and providing technical guidance and advice to JEOP project staff. As a member of JEOP ICT4D team, you will be responsible for the implementation, and consolidation of the adoption of innovative technologies and approaches to improve data management and analytics of different JEOP digital workstreams. You will work closely with CRS ICT4D Program Manager, GOAL MEAL team and JEOP partners ICT4D staff, Project Balance, to support the adoption of innovative technology and approaches across intervention areas to improve data management and analytics, identification and registration of targeted program participants, and commodity tracking processes.
Support the implementation of JEOP data management system (JEOP Portal). This includes providing feedback and recommendations on data collection tools and systems for JEOP monitoring and evaluation, early warning, and operations activities.
Ensure the JEOP portal is accessible to relevant GOAL JEOP project staff and that technical requirements, such as tablet and internet connectivity, are met.
Ensure Project staff have appropriate access to JEOP Portal by creating user accounts and assigning the correct permissions based on their roles and responsibilities within the system. This includes coordinating with partner organizations to identify users, setting up their accounts, and verifying their credentials.
Oversee the accurate and timely entry of data into the portal, ensuring alignment with JEOP data quality standards. Coordinate with JEOP ICT4D team for escalation and resolution of complex issues.
Ensure the safeguarding of CRS JEOP ICT4D electronic property, specifically electronic gadgets such as tablets, internet dongles, and smartphones.
Ensure that all ICT4D devices are kept up to date with the latest software updates, antivirus, and security patches as directed by the JEOP ICT4D team.
Serve as the first point of contact for technical issues related to the portal within the partner organization.
Facilitate and run training sessions on JEOP’s ICT4D data collection tools and system for JEOP project staff. Assess the capability of JEOP staff to use tools and systems and deliver training and technical backstopping as needed.
Provide day-to-day support for Project staff on the successful implementation of JEOP data management system.
Perform user acceptance testing with CRS and Project Balance to test JEOP data management systems and digital forms in the office and in the field.
Oversee the development of data management and governance guidelines, data dictionaries and other documents required to support effective data provision, use and security and ensure these documents are kept up to date.
Maintain relationships and support communication of system user feedback and business requirements between CRS, GOAL, partners and Project Balance team.
Coordinate and closely work with CRS ICT4D team and Project Balance throughout the implementation of the JEOP data management system.
Ensure project documentation for device management and digital data collection is complete with all required documents and is filed per CRS and donor requirements.
Facilitate and run training sessions on JEOP’s ICT4D data collection tools and system for GOAL JEOP staff. Assess the capability of JEOP project staff to use tools and systems and deliver training and technical backstopping as needed.
Provide day-to-day support for GOAL JEOP project staff on the successful implementation of JEOP data management system.
Handle other relevant MIS assignments as deemed necessary by GOAL Ethiopia MEAL.
Creating Digital Data Collcation Applications and Support Field office staffs as per Assigned by GOAL Ethiopia MEAL.
Customize and Upgrade Current JEOP data Collection reporting tools for Better use and Accurate data Collection and reporting
Derive valuable insights from reports to enhance program efficiency and pinpoint challenges within the program.
Ensure digital registration of JEOP beneficiaries and facilities for quality and timely reporting

At least 3-4 years of experience required in areas related to digital data collection tool and system development, database development and management and rollout of digital tools and systems to users.
Minimum of 3-4 years of work experience in project support, ideally in the field of digital data collection, device management and digitalization in an INGO sector.
Experience training frontline/field-based staff and conducting training sessions for various groups of system users.
Proven Experience with CommCare and other ODK Based software (Kobo and Survey CTO).
Previous hands-on experience in designing and deploying mobile technology solutions in any emergency response program or related field.
Support in the analysis of datasets using dashboarding statistical (e.g. SPSS/Python/R) and/or GIS (e.g. ArcGIS) tools.
Data Analysis and Visualization
Solid knowledge in Software Development Life Cycle (SDLC) and agile methodologies is essential. Candidates should also have experience in conducting business and technical requirements analysis, business process mapping, and a deep understanding of end-user needs and requirements.
Experience with relational database design and management especially with Microsoft Azure SQL database and Microsoft SQL Server.
Knowledge in Microsoft Office 365 Apps including Power Automate, Power Apps, and Teams.
Knowledge and use of standard project management tools and techniques.
