Job Description

Médecins Sans Frontières (MSF) translating to Doctors without Borders, was founded in 1971 in Paris by a group of journalists and doctors. Today, we are a worldwide movement of nearly 68,000 people.

Médecins Sans Frontières is an international, independent medical humanitarian organization that provides medical assistance to people affected by conflict, epidemics, disasters, or exclusion from healthcare. Our teams are made up of tens of thousands of health professionals, logistics, and administrative staff - bound together by our charter.  Our actions are guided by medical ethics and the principles of impartiality, independence, and neutrality. 

Médecins Sans Frontières started its work in Ethiopia in 1984 during the famine, after that the different sections were providing different medical assistance in the country. Currently, MSF-Holland operates in four projects in Ethiopia: Amhara Neglected Diseases and Emergency, Tigray Primary Health Care, Kule South Sudan Refugees, and Somali Region Mobile Health.

Duties & Responsibilities:

  1. Context specific: Providing support to the Medical Team Leader through delegated tasks and responsibili-ties including administrative tasks related to the coordination of work, ensuring a smooth relation with local and national authorities and contributing to the medical context analysis, provide outpatient and/or inpa-tient medical care to patients/beneficiaries according to adapted and updated medical knowledge, MSF protocols, (para)medical standards, rules of hygiene and the standard precautions in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condi-tions of the targeted population.

  2. General Accountabilities: 

  • Apply medical knowledge and skills to diagnose and prevention. Carry out outpatient and inpatient consultations, prescribing the necessary treatment respecting MSF protocols. 

  • Keep the patient and/or his/her family informed about the illness and provide appropriate explanations about the treatment to follow, checking they have understood. 

  • Follow up the evolution of the hospitalized/IDP patients, through daily visits , consultations and examinations, prescribing the necessary treatment following MSF protocols, deciding whether they can be discharged or transferred to other departments – in collaboration with other doctors- and informing their family about the patient’s evolution.  

  • Check and control the rational distribution of medicines and equipment under his/her responsibility and take care the quality, disinfection and sterilization of the medical material. Assure general compliance with standing hygiene standards. 

  • Participate in the collection and analysis of epidemiological data, checking its validity and informing the line manager or project coordinator about any problem or complication of the patients’ illness, medical error and monitors the proper functioning of the department, equipment or material. 

  • Ensure ongoing training of the medical/paramedical multidisciplinary team in order to optimize the quality of care. 

  • Knows and ensures all MSF medical protocols are followed and implemented, checking universal precautions are followed at all times and reducing bio-hazard risks and improving infection control. Ensures professional confidentiality is respected. 

  • Manage the team under his/her direct responsibility according to MSF HR policies and procedures, supervising their performance, organizing and scheduling shifts and rotations, directly participating in emergencies and on calls if necessary.

  1. MSF Section/Context Specific Accountabilities:

Somali Region Emergency Response Unit (SRERU) responds to 4 scenarios within the Somali Region: Cholera, Malnutrition, Measles, and Mass Displacement. The emergency response is implemented in collaboration with Regional Health Bureau (RHB) and PHEM. 

A: Representation/communication:

  • Assist the MTL in maintaining continuous communication and liasing with local and regional health authorities, and relevant stakeholders. 

  • Represent MSF at relevant cluster meetings and bilateral meetings with health authorities and other stakeholders as per needs. 

  • Establish and maintain professional contacts with relevant health authorities. Participate in building a network with partners and authorities in visited locations to stay informed about outbreaks or other emergencies in the region on time.

  • Gather information, provide analysis and interpretation on the regional legislation and regulations on humanitarian issues and activities of INGOs to improve operational coordination. 

  • Keep a complete and updated detailed list of all useful contacts, and regular updates with visits and add to the project’s stakeholder mapping. 

  • Actively engage in regional medical and nutrition working groups, and introduce MSF as a potential partner for collaboration with relevant agencies in case of emergencies. 

  • Analyse the Somali Region medical context and advise the MTL and PMT accordingly.

B: Emergency Response and Quality of Care:

  • Support MTL in safeguarding medical ethics and the quality of medical activities and programmes during interventions. 

  • Support the project medical team in translating the objectives of an emergency intervention proposal into an implementable medical work plan.

  • In close collaboration with the medical managers and the MTL, support the implementation of relevant medical protocols and standards in respect with MSF standard policies and guidelines. 

  • Participate in prescription audit during interventions to ensure treatment is based on standards of care. 

  • On receiving news of an emergency, gather the necessary information to confirm and understand needs in collaboration with epidemiology team. Analyse the information with MTL for further project response.

  • Assist in planning, preparing and conducting MSF response for an outbreak or emergency i.e. assessment or intervention.

  • During field visits, act as team leader when directed by MTL and supervise activities to ensure MSF standards of care. 

  • To contribute in the intervention micro plan, collection of area maps, population numbers, local health authorities, district/or village/woreda/area head contacts, available cold chain and medical supplies, and medical staff needed. 

  • To assist in surveillance data collection and reporting when needed. To support and ensure quality medical data is collected by partner teams during intervention. 

  • Participate in Quality Improvement (QI) activities – telemedicine, medical incident reporting, etc.

  • Participate and contribute to medical reporting – sitreps, monthly/quarterly medical reports, health dashboards, assessments ToRs, reports and intervention reports. 

  • Assist with mission emergency preparedness and response initiatives through short-term detachments across projects or other missions if requested by the MTL and the Medical Coordination.

C: Staff Health:

  • To implement health policy for national and international staff

  • Along with MTL/NAM, monitor staff mental health needs and ensuring a response to the mental health needs of teams.

  • Brief new staff members on personal health and staff health policy.

  • Ongoing identification and reviewing of contracts of designated medical institutions, DMIs, for national and international staff.

  • Cross-checking and approval of medical bills from DMI in liaison with MTL and finance department.

  • Follow up of vaccination status of staff and ensure all staffs have opportunity to receive vaccination according the recommendations in the health policy.

  • Supervise Nurse in cross-checking and confirmations of sick-leaves for national staff, seek second opinion if she/he thinks the sick-leave certificate provided could be flawed or unjustifiable in medical terms 

  • Assist the MTL in her/his responsibility of medical evacuations

  • Assist in providing staff health care when indicated. 

  • Support in facilitating referral of patients to Addis Ababa when needed. Register and follow-up referrals. Ensure regular updates of staff health data base and share with MTL on regular basis. 

D: Other Specific Tasks

  • Actively participates in any operational research undertakings when requested

  • Actively volunteer to fill gaps in key positions at project level.

  • Actively volunteer for detachments to other projects in Ethiopia as per mission need

Job Requirements

  1. Education

Medical Doctor diploma. Desirable diploma in Tropical Medicine.

  1. Experience

2-year experience minimum as a Medical Doctor or in clinical work 

Desirable in Emergency Medicine, Tropical Medicine, or Post-Registration Experience in Public Health, Obstetrics and Gynecology, Pediatrics, Infectious Diseases, HIV/AIDS/STDs, TB, General Practice, General Medicine or Minor Surgery.
