Job Description
The Well in Action (TWA) is an Ethiopian Resident Charity Organization. TWA intervention in Ethiopia is to contribute to the sustainable improvement of the living conditions of the smallholder farmers and deprived people. This can be achieved by performing projects which focus on improving agricultural productivity, and stimulating entrepreneurship that are implemented both in rural and urban contexts.
The program Accountant is responsible for ensuring policies, procedures, and guidelines about program finance and procurement. He/She provides timely, collaboratively, and service-oriented support to program staff on all financial matters relevant to program implementation. He/she also processes invoices and payments, reconciles accounts, and assists the cluster finance staff. Prepare a financial report, maintain financial and grant management, disbursment of funds to the project/cluster offices; In addition, he/she provides support in ensuring compliance with financial policies and procedures, assists in audits, collaborates on budgeting and forecasting, and supports the preparation of donor financial reports
Supports program personnel in managing and analyzing financial aspects related to the program, which encompasses proactive monitoring and evaluation of budgets, expenditures (including procurement), accruals, cost forecasts, and allocations.
Ensures that financial systems and documents comply with laws, policies, standards, and regulations and with generally accepted accounting principles and practices;
Develops mechanisms to ensure that operations of the program are implemented in cost cost-effective manner;
Reviews requests from the cluster office and staff for payment, ensures that appropriate supporting documentation is present, and forwards the request to the donors;
Prepares annual and quarterly budgets
Review the financial reports from Program/cluster offices for correctness and compliance following the finance manual, and the donor policies, procedures, and guidelines;
Ensures all collections are properly recorded and deposited into the project account;
Review the monthly payroll for the project staff.
Prepares quarterly, biannual, and financial reports to be submitted to the TWA management and the Consortium lead organization for monitoring, follow up and decision-making purposes.
Ensure that files or correspondences, memos, and information are kept in a good manner and respond in a timely and necessary response timely;
Processes program purchase requests of goods and services and undertakes bid analysis as per TWA's policies and procedures;
Develop and implement safeguarding policies and procedures of TWA, consortium lead, and the foundation to ensure the safety and well-being of program beneficiaries, staff, and volunteers.
Promote a culture of accountability by establishing mechanisms for participants' and stakeholders’ feedback, complaints, and responses.
Ensure compliance with safeguarding standards, including prevention of sexual exploitation and abuse in the program implementation communities
Travels to the cluster office regularly to perform financial reviews and monitor internal controls.
Performs other accounting tasks as assigned or deemed necessary.
A) EDUCATION
A minimum of a Bachelor's degree in Finance, Accounting, Business Administration, or a related field. A Master's degree is preferred.
B) EXPERIENCE:
A minimum of 10 years’ experience for a BA/BSc degree and a minimum of 7 years’ experience for MA/MSc, out of which five years’ experience in a Local and International NGO in financial management and administration.
Proven experience in financial planning, budgeting, and reporting.
Strong knowledge of financial systems, internal controls, and compliance requirements.
Experience with grant and contract management, including donor financial reporting.
Familiarity with Ethiopian financial regulations and tax laws.
C) TECHNICAL SKILLS
Proficiency in accounting software (Peachtree or QuickBooks) and MS Office applications.
Proficiency in using computer applications like MS Word, MS-excel etc
Knowledge of financial regulations and accounting principles.
Good knowledge of IPSAS is preferable
Strong analytical and problem-solving abilities.
Excellent attention to detail and accuracy.
Proficiency in English and Amharic languages.
D) COMPETENCIES

Strong ethical standards and commitment to integrity.
Effective communication and interpersonal skills.
