Job Description
The Senior HR & Recruitment Officer is responsible for leading the recruitment and selection process, ensuring the attraction and retention of high-calibre talent for Shabelle Bank S.C. The role also supports the implementation of HR strategies and policies, fosters employee engagement, and ensures compliance with labor laws and bank regulations.
Coordinate full-cycle recruitment activities, including job requisitions, posting, shortlisting, interview coordination, testing, selection, and offer processes.
Work closely with hiring managers to develop recruitment plans that align with department and organizational needs.
Draft and update job descriptions and job specifications to ensure clarity of responsibilities and requirements.
Screen candidates thoroughly using structured interviews, technical assessments, and reference checks to ensure a fair and merit-based selection process.
Develop and maintain talent pipelines for key roles, proactively identifying future hiring needs and building a pool of pre-qualified candidates.
Manage the applicant tracking system (ATS) and ensure accurate documentation of all recruitment activities.
Lead the onboarding process for new hires, including orientation sessions, documentation collection, and coordination with relevant departments.
Maintain up-to-date employee files, ensuring all HR documentation is complete, accurate, and stored securely.
Process employee lifecycle changes, including onboarding, promotions, transfers, contract renewals, and terminations.
Coordinate with payroll to ensure timely and accurate processing of employee data, including new hires, leaves, and deductions.
Prepare regular HR reports and dashboards to support decision-making, including headcount, turnover, recruitment status, and other key metrics.
Support the implementation and management of the HRIS, ensuring system data integrity and user access control.
Serve as the first point of contact for employee relations matters, including grievances, disputes, and disciplinary issues.
Provide guidance to staff and management on HR policies, labor law, and ethical conduct.
Assist in conflict resolution and mediation to maintain a harmonious workplace.
Lead initiatives to enhance employee morale, such as wellness programs, staff engagement events, and feedback mechanisms.
Support exit interview processes to gain insights into areas of improvement and to ensure smooth transitions.
Ensure compliance with local labor laws, banking regulations, and Shabelle Bank policies in all HR activities.
Participate in the development, review, and updating of HR policies, procedures, and employee handbooks.
Support internal and external HR audits, including documentation preparation and implementation of audit recommendations.
Monitor changes in labor laws and recommend necessary policy adjustments to remain compliant and competitive.
Ensure timely communication and coordination with all internal departments to support HR service delivery.
Prepare and present periodic HR reports to the HR Manager or Executive Committee, including recruitment KPIs, attrition rates, and staffing updates.
Bachelor's degree in Human Resources Management, Business Administration, or a related field
Minimum of 5 years of progressive HR experience, with at least 3 years in recruitment.
Experience in the banking or financial services sector is highly desirable.
