Job Description
ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide. ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle, foster development and reduce vulnerability to disasters. Their interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach that is both global and local and adapted to each context
IMPACT Initiatives is a humanitarian NGO, based in Geneva, Switzerland. The organisation manages several initiatives, including the REACH Initiative. The IMPACT team comprises specialists in data collection, management and analysis, GIS and remote sensing. IMPACT was launched at the initiative of ACTED, an international NGO with headquarters based in Paris and presence in thirty countries. The two organizations have a strong complementarity formalized in a global partnership, which allows IMPACT to benefit from ACTED’s operational support in its fields of intervention.
Under the management of the PANDA unit Senior Research Manager, and with technical guidance from the GIS Specialist, the GIS Officer is responsible for delivering high-quality geospatial analysis and mapping to support the research of the PANDA unit in Ethiopia. This involves applying geographic information systems across all stages of the research cycle, including contributing to research design, supporting the development of data collection tools, ensuring spatial data quality, conducting geo-spatial analysis, producing static and web-based maps, and maintaining information management systems. The GIS Officer will use their technical experience, subject matter knowledge, and creative thinking skills to improve the unit’s GIS workflows and overall operational effectiveness.
The GIS Officer will perform the following functions:
FUNCTION 1: CONTRIBUTION OF GIS TECHNICAL SUPPORT TO THE ENTIRE RESEARCH CYCLE
Provide GIS technical support for survey design, data collection, and assessment activities.
Assist in monitoring data collection processes and data management activities, including mapping, storing, processing and analysis, in aspects specific to GIS.
Collaborate to ensure GIS requirements of research cycle/assessment are met and all required geo-referenced data will be collected to allow accurate analysis and visualization of findings
Assist during the development of sampling frames through GIS analysis of assessment areas and subsequently develop statistically representative samples. Related support for operations teams in developing maps and reference guides for daily assessment plans and field movement plans
In close collaboration with field and data teams, support data collection daily checks including spatial verification and validation with two-way feedback between internal departments
Support to ensure the quality and accuracy of technical information provided
FUNCTION 2: GIS ANALYSIS AND PRODUCT DEVELOPMENT
Perform spatial analysis on collected data in line with ToRs.
Ensure data quality, accuracy, confidentiality, and compliance with IMPACT’s standards.
Contribute to the understanding of survey findings and identify the best visualization technique for selected indicators.
Maintain and update existing web maps and develop new GIS products to meet project and partner needs.
Ensure all GIS products are accurate, timely, and compliant with IMPACT’s guidelines and donor and partner requirements.
FUNCTION 3: PRODUCT DISSEMINATION AND LEARNING
Disseminate GIS outputs to relevant stakeholders to maximize their use and impact, in line with IMPACT Guidelines and Research ToRs.
Maintain the strictest confidentiality of data and related processes. He/she will actively take measures to prevent the unauthorized sharing of information and data.
Upload GIS products to relevant data repositories in accordance with IMPACT’s protocols.
Ensure that lessons learned are gathered and documented at the end of each research cycle.
Other tasks as requested by immediate supervisor.
OTHERS
The GIS Officer will maintain the strictest confidentiality on all data collected and related processes. They will actively take measures to prevent the unauthorized sharing of any information and data belonging to IMPACT and its partners, or collected during his/her assignment with IMPACT.
At least 2 years of relevant working experience, preferably in humanitarian field.
Excellent academic qualification of BSc degree in GIS, Surveying, Geography, Geology or relevant disciplines with GPA 3 and above (candidate should not be more than 1 year since graduated)
Experience with industry standard mapping tools, mapping and analytics software, especially ESRI products
Excellent team working, organizational, communication and interpersonal skills
Excellent analytical and problem-solving skills
Good skills in excel and other office suits
Ability to operate in a cross-cultural environment requiring flexibility
Fluency in English language
Ability to think creatively and use initiative to develop new tools and processes
DESIRABLE
Experience in humanitarian projects and/or organizations
Knowledge and skills in ArcGIS pro, QGIS, ArcGIS online
