We are looking for an Advisor, Quality Assurance Advisor will ensure the delivery of high-quality, patient-centered services within the Healthy Heart Africa II program health systems strengthening initiative addressing chronic kidney disease integrated with hypertension and diabetes in Addis Ababa and Sidama. The Advisor will lead quality assurance and quality improvement (QA/QI) activities across participating in public health facilities, ensuring adherence to national clinical guidelines, enhancing provider competencies, improving the patient journey from awareness to screening, diagnosis and treatment adherence, and driving continuous service quality improvements.
Working closely with the Ministry of Health, regional health bureaus, sub-city health offices, health facilities, and community health teams, the Advisor will conduct regular clinical quality audits, competency assessments, and client experience reviews; coordinate targeted capacity building and supportive supervision; and ensure the availability of essential tools, guidelines, and job aids. Using monitoring, evaluation, and learning (MEL) data as a quality improvement resource, the Advisor will identify service delivery gaps, facilitate corrective action plans, and track progress toward national standards. This includes supporting government M&E platforms (e.g., HMIS/DHIS2), promoting digital data use for quality decision-making, and participating in joint data quality assessments where relevant to QA efforts.
The role requires balancing technical quality oversight, program coordination, and MEL integration to achieve sustainable service excellence. Additionally, the Advisor will have a dotted line reporting to the Director of HIV/TB & NCDs, contributing to quality monitoring for Community HIV clinics. The position also involves fostering strong stakeholder relationships, documenting best practices, and providing quality-related inputs to program strategy and supervision.
1. Quality Assurance & Improvement
Lead the rollout and adaptation of QA/QI tools, SOPs, and quality standards for NCD services.
Conduct regular quality audits and competency assessments for service providers, ensuring adherence to clinical protocols for hypertension, diabetes, and CKD.
Review quality assessment findings, develop action plans with facilities, and monitor progress.
Promote patient-centered care, informed choice, respectful service delivery, and equitable access.
Support facilities to address service delivery gaps, including referral pathways and patient follow-up systems.
2. Capacity Building & Supportive Supervision
Design and deliver training for facility staff, community health workers/FHT, and program teams on clinical quality standards, data quality, and reporting.
Organize joint supportive supervision visits with the MOH, Regional Health Bureaus (RHBs), sub-city health offices, and other stakeholders.
Mentor designated NCD focal persons in each facility to ensure integration of quality standards into routine service delivery.
3. Monitoring, Evaluation & Data for Quality
Strengthen government M&E systems (HMIS/DHIS2) and ensure timely, accurate reporting from facilities.
Integrate data quality assessments (RDQA) into QA/QI processes, using findings to drive improvements.
Compile, analyze, and present quality-related performance data to support decision-making.
Promote the use of digital tools for data collection, reporting, and analysis.
4. Stakeholder Engagement & Program Coordination
Coordinate with government stakeholders, partners, and community structures to align program quality activities with national strategies.
Represent PSI in NCD-related technical working groups and quality forums.
Facilitate regular review meetings to share lessons learned and best practices in NCD service quality.
5. Compliance & Reporting
Ensure that all quality assurance and data management activities comply with national and donor requirements.
Prepare timely, high-quality reports for internal and external audiences.
Contribute to program strategic planning with a focus on sustainability and quality.
Qualification and Experience:
At least six (6) years with a master’s or eight (8) years of experience with a first degree in public health, Nursing , or a related field;
Proven experience in quality assurance/quality improvement in health programs, preferably in NCDs.
Demonstrated expertise in monitoring and evaluation as part of a quality framework.
Experience in conducting clinical audits, supportive supervision, and training.
Strong knowledge of Ethiopian national health policies, HMIS/DHIS2, and NCD service delivery guidelines.
Excellent facilitation, coaching, and mentoring skills.
Strong analytical and problem-solving abilities, with attention to detail.
Proficiency in MS Office applications and digital data collection tools.
Ability to travel frequently within Ethiopia.
