Job Description
In general terms, the Deputy Project Coordinator will assist the PC in planning project’s objectives and priorities, by identifying the population’s health needs, analyzing the context, risks and constraints, and by calculating human and financial resources needed. He/she will contribute to the supervision, monitoring and follow-up together with the PC of all aspects of the projects in order to ensure its efficient and smooth functioning. He/she will replace the Project Coordinator in his/her absence. The Project Coordinator (PC) may delegate, in an ad hoc manner, some responsibilities to the Deputy PC according to objective criteria, taking into consideration sustainability in the treatment of the different dossiers
Contribute to the analysis of the political, humanitarian, economic and social context in project area in order ensure that MSF's charter, policies and image are respected with regards to national employees, populations, authorities and partners.
Contributes to the planning, supervision, monitoring and follow-up, together with the PC, of all aspects of the projects, according to the project plan, MSF operational policy and main strategic lines.
Participate in the security management in the project, updating the security guidelines.
Upon request of the PC, represents MSF within the project limits (local authorities, media, governmental and non-governmental bodies, etc.) and negotiates collaboration agreements. Legal representation is not delegable unless legally backed up (powers of attorney, etc.)
Support the PC in planning and organizing project’s human resources, participate in their day-to-day management, in the induction of new staff, undertake evaluation of staff under his/her direct supervision and define training needs accordingly.
Participate in exploratory missions according to the PC’s indications, in order to better comprehend context, priorities, constraints and population needs.
MSF Section/Context Specific Accountabilities
The Amhara Neglected Diseases and Emergency Response Project is located in Midre Genet (Abdurafi), with a supporting base in Gondar and with project operational base in Bahir Dar. It focuses on the treat-ment of kala-azar (KA) and snakebites (SB), serving as a center of excellence in resource-limited settings and incorporating relevant operational research components to inform global policies and protocols.
The project’s current goals include:
Monitoring medical-humanitarian needs, epidemiological surveillance, assessments and initial response capacity in the Amhara Region.
Support to health facilities in Abrahajira, Genda Wuha, Metema, and Humera (or others as identified) for decentralized KA and SB care.
KA and SB activities in Abdurafi, with KA and SB health promotion in some outreach sites of West Gondar zone.
The Deputy PC will be primarily based in Bahir Dar (60%), with a reoccurring presence in coordina-tion/Addis (20%) and with flexibility of operational presence in Gondar and Abdurafi (no relocation sup-port), as well as to other areas across the region (20%), as needed and as aligned with project activities and ambitions (e.g., emergency assessments and response). The successful candidate will support the PC to lead activities in Amhara region and work towards project goals and objectives.
The role’s specific accountabilities include:
Project Management Support: In coordination with the PC, oversees daily project activities and support departments.
Context and Security Analysis: Contributes to regional humanitarian and security assessments, monitor developments in vulnerable areas, and assist in gathering and verifying security and context-related information. With project operations team, lead the regional-wide security mapping and analysis.
Documentation and Protocols: Supports the PC in updating safety and security documents, protocols, and reporting incidents affecting staff, assets, and/or operations.
Networking and Coordination: Liaises with local and regional authorities, military, police, NGOs, UNOCHA, UNDSS, and other INGOs , NNGOs and stakeholders to maintain relationships and coordinate activities and sustain de-conflict strategy.
Emergency Response: Assists with the rollout of emergency response initiatives across the region.
Strategic Planning: Contributes to annual project cycle tasks (planning, implementation, monitoring, reporting) and support project strategy development.
PC Coverage: The Deputy PC may act as the PC during PC absences. S/he also serves as the main contact for PC during remote management from Nairobi or Addis Ababa, as well to assist with related project operations’ tasks.
Training and Awareness: Organizes and conducts security and context awareness and preparedness training, including orientations and briefings for new staff.
Administrative Support: Maintains confidential files, contact databases, and routine correspondence; arranges appointments, receives visitors, handles calls, and takes meeting notes.
Other Duties: Perform additional tasks as assigned and relevant to the role.

Remuneration and Benefits:
Starting gross salary/month: 2,710 USD will be paid in equivalent Ethiopian birr

Education
Essential: Project Management, International Relations, Political Science, Law, Security.
Desirable:a medical or paramedical qualification of university-level studies .
Experience
Essential: previous experience of at least 2 years required in the field of humanitarian aid with MSF or 3-5 years work experience with other National or International NGOs.
Desirable: work experience of an international assignment in developing countries.
Languages
Mission language (English) essential. Excellent command of English with concise reporting skills.
Amharic language with very good interpretation skills.
Knowledge
Essential: Computer literacy (word, excel and internet).
Desirable: Good command of mapping tools (Google Earth, OSM, Q-GIS.
