Job Description
VIS Ethiopia is seeking a candidate for the position of GBV Field Officer. The GBV Field Officer will be working under the project: “RELIEF - Resilient Emergency Livelihoods and Immediate Food and Cash Assistance Support”, which is funded by the Italian Development Cooperation Agency (AICS), and it is going to be implemented in Adwa woreda and surrounding rural areas, Central Zone of the Tigray Region in Ethiopia.
General objective:
Contribute to a rapid, integrated and effective humanitarian response in Ethiopia.
Specific objective:
Improve food security and ensure access to basic critical services to enable the most vulnerable population groups in the Adwa woreda to meet their basic needs in Adwa (Central Zone);
Under the overall guidance and supervision of the VIS MHPSS Coordinator and VIS Area Manager Tigray, the GBV Field Officer is responsible for the proper implementation of project activities related to Gender Equality, GBV prevention and response and Mental Health and Psycho-social Support (MHPSS). This includes supporting the creation and management of Child-Friendly Spaces, the delivery of counselling services for GBV survivors, the distribution of dignity kits and awareness-raising on gender equality. The GBV Field Officer will ensure smooth operations in close collaboration with partner staff (SDB Adwa) and relevant government stakeholders, guaranteeing that all activities are carried out in line with VIS rules, donor requirements and safeguarding principles.
1. Technical Support and Supervision of GBV and Gender Activities
Ensure the quality and timely implementation of GBV-related activities, including prevention, response and MHPSS support.
Oversee the organization and delivery of a 3-day training on Gender Integration and PSEAH for partner staff and government stakeholders.
Support the preparation, organization, and monitoring of dignity kit distributions for women in vulnerable situations and for GBV survivors.
Provide technical guidance for awareness-raising sessions on gender equality and the refreshment/printing of IEC materials.
Supervise the delivery of group counselling sessions for children, adults and caregivers, ensuring adherence to MHPSS best practices.
Monitor the use of sports, art and recreational materials within Child-Friendly Spaces.
2. Coordination and Stakeholder Engagement
Coordinate with partner staff, local authorities, and relevant government offices to ensure alignment of GBV/MHPSS activities with local priorities and protection frameworks.
Facilitate regular communication with SDB Adwa staff and other partners for activity planning and follow-up.
Engage communities in awareness-raising activities and ensure that feedback mechanisms are in place for beneficiaries.
3. Monitoring, Evaluation, and Reporting
Ensure accurate record-keeping of beneficiaries reached, sessions conducted, and materials distributed.
Support data collection for GBV and MHPSS indicators, in coordination with the Monitoring and Evaluation team.
Prepare periodic reports detailing progress, challenges, and lessons learned in line with donor requirements.
Identify and flag protection concerns to the Project Coordinator and ensure timely referral in line with safeguarding protocols.
Bachelor’s or Master’s Degree in Psychology, Social Work, Gender Studies, or other related fields.
Additional training or certification in GBV case management, MHPSS, PSEA, or Gender Mainstreaming is an asset.
Minimum 3 years of experience in GBV programming, protection, or MHPSS in humanitarian or development contexts.
Proven experience in community mobilization, counselling, and facilitation of awareness-raising sessions.
Prior experience in Tigray Region, particularly in Adwa, is an advantage.
Experience working with INGOs or local NGOs, with knowledge of donor compliance and humanitarian principles.
Fluency in Tigrigna and Amharic, with good command of English (spoken and written).
