Job Description
Médecins Sans Frontières (MSF), translating to Doctors without Borders, was founded in 1971 in Paris by a group of journalists and doctors. Today, we are a worldwide movement of nearly 68,000 people.

Médecins Sans Frontières started its work in Ethiopia in 1984 during the famine, after that the different sections were providing different medical assistance in the country. Currently, MSF-Holland operates in four projects in Ethiopia: Amhara Neglected Diseases and Emergency, Tigray Primary Health Care, Kule South Sudan Refugees, and Somali Region Mobile Health.
Main Purpose/Job Summary:-
Define, implement, monitor and manage all aspects of X-ray department activities, ensuring the proper implementation of protocols, quality of the work and management and mentoring of staff in the department
• Ensures all MSF standard policies and procedures including user maintenance tasks are performed according to the protocols.
• Ensures all staff operating X-ray equipment are appropriately qualified and trained according to existing MSF and national standards. Where appropriate the X-ray supervisor provides direct training / mentorship for new staff.
• Manage and monitor staff professional training and development including orientation, continuing education and competency verification.
• In collaboration with HR, interview, hire, evaluate the performance of and, when necessary, discipline of employees as required.
• Ensures that standards of practice, technical quality, technique charts or protocols, patient and PACS documentation are correct
• Establishes, designs and/or oversee quality measurement and improvement activities, departmental policies, technician procedures.

• Ensures operational records for both patients related and technical quality control relating to the X-ray department.
• Compiles, prepares and reports data, including from the above quality assurance programs
• Coordinates with other medical staff, administrative or logistical staff to coordinate to facilitate communication flow and procedures between technical, clerical, support staff, students and other departments in the health structure.
• Liaises with other staff members, and/or external service company to ensure; appropriate stock management including spare parts and consumables, routine or corrective maintenance requirements are completed.
Specific Accountabilities:
• Apply medical knowledge and skills in diagnostic imaging to aid diagnosis and patient treatment options, and collaborate closely with the different departments of the Health Facility to ensure correct referral justification for radiological exams and the results.
• As an expert in diagnostic imaging, propose strategies for departmental improvements (modification on current protocols), and implement them after validation of Operation and Imaging Advisors.
• Monitor the proper functioning of the radiology department, equipment and personnel.
• Develop resources for the project, plan, evaluate, and supervise the training of the staff, in order to increase the knowledge required to ensure improved patient diagnosis and appropriate imaging referrals.
• Manage the team under his/her direct responsibility according to MSF HR policies and procedures, supervising their performance, organizing and scheduling shifts and rotations, and directly participating in emergencies and on calls if necessary.
• Debrief with Hospital Clinical Lead, coordination, headquarters (including Imaging Advisor) and provide a written report on main findings, activities, conclusions, and further recommendations.

Education
• Essential Criteria: Radiographer / X-ray Technician degree
• Desirable criteria:
Experience
• Essential Criteria: 3 years as an X-Ray Technician/Radiographer, preferably in a hospital setting
• Desirable criteria: Radiological experience relevant to the mission; plain X-ray reporting, performing, and reporting ultrasound imaging.
- Experience with MSF or other NGO’s in resource-limited settings or low- and middle-income countries.
- Experience in supervision or management of the X-Ray department
- Assessment/evaluation and coaching skills
Languages

Knowledge
• Essential Criteria: strong technical knowledge in Radiography
• - computer literacy (word, excel and internet) and ideally PACS
