Médecins Sans Frontières (MSF) translating to Doctors without Borders, was founded in 1971 in Paris by a group of journalists and doctors. Today, we are a worldwide movement of nearly 68,000 people.

Médecins Sans Frontières started its work in Ethiopia in 1984 during the famine, after that the different sections were providing different medical assistance in the country. Currently, MSF-Holland operates in four projects in Ethiopia: Amhara Neglected Diseases and Emergency, Tigray Primary Health Care, Kule South Sudan Refugees, and Somali Region Mobile Health. 

Main Purpose/Job Summary: - Supervise and monitor all the medical activities assigned under his/her responsibility according to MSF policies and guidelines. Support and supervise implementation of all medical activities, including management of the medical team, in different field locations.

General Accountabilities: 

• Support planning and undertake supervision of medical aspects of medical interventions in OPD and Chronic Care. 

• Supporting medical response actions by carrying out the tasks associated to his/her speciality and taking the leadership of the medical team in charge of the medical response. 

• Carry out the medical functions and tasks associated to his/her speciality, whenever required or needed, in order to optimize the resources, contributing with his/her knowledge and experience. 

• Ensuring the implementation and standardization of MSF clinical guidelines, standards and protocols, as well as policies, tools, and hygiene protocols, in order to minimize clinical risks and to guarantee the quality of patient care management. Promotion and maintaining confidentiality regarding all patient cases and records.

 • Implementing diagnosis, prescription and prevention procedures that fall under the scope of his/her competencies applying medical knowledge, asking appropriate questions to patients and following protocols in force as well as using laboratory services when necessary, in order to ensure a correct implementation of the medical treatments and to refer patients when appropriate.

 • Participating in the planning, supervision and close coordination with other supervisors. Conducting, HR processes (sizing, staff shifts, recruitment, training, evaluation, development and communication) of the team in order to ensure both the sizing and the

amount of knowledge required, improve people triage capabilities, their motivation and commitment and their active participation in teaching the targeted population on therapeutic and preventive protocols. 

• In cases of medical emergency, carrying out first aid care and treatment according to protocols in order to reduce mortality rates. 

• Recording in the individual patient’s card and registration books, all performed medical activities (drugs prescribed, lab results, vaccination status, epidemiological activity, doses, etc.) keeping data traceability in order to ensure patients treatment continuity.

 • When requested, taking the lead on medical aspects, rapid assessments to be conducted in the country in response to different alerts: epidemics, displacement of population, malnutrition and other emergencies 

• Participating in data collection, management and reporting when required.

 • Knowing and implementing Patient Therapeutic Education (PTE), i.e. keeping contact with all patients, providing them information regarding their health state and responding to their questions. 

• Knowing and promoting the proper application of Post Exposure Prophylaxis (PEP) Kit and Sexually Gender Based Violence (SGBV) protocol.

 Specific Accountabilities:

 • Ensure high quality of patient care and other medical activities in both OPD, NCD/Chronic Care, Mental health setting (HIV/TB Clinic, STIs, SGBV, HP etc.) in accordance with MSF standards, by enforcing the use of guidelines and protocols and encouraging teamwork in the facility.

 • Ensuring the quality of global patient case management by ensuring the patient interest and autonomy, implementation and adherence to MSF protocols and facilitating communication between departments and care providers. 

• Organize and coordinate the daily activities of his/her team (absent personnel, vacations, tracking leaves.) Participating in shifts and replaces a clinical officer, if necessary.

 • Participate in other activities under his/her scope of performance as needed and recommended by the manager including but not limited to; participating in, meetings, teaching, handovers and filling gaps where needed to ensure quality of care for all patients.

 • In collaboration with the nurse team supervisors, identify and ensure availability of the material needs (equipment and consumable material) required for the functioning of the OPD departments (monitoring of medical and logistical material). Checking administrative procedures related to patients’ follow up (individual card filling, registers, paper exit, existing data management tools) are correctly documented and according to MSF procedures. 

• Coordinate with the OPD team in improving quality of care in OPD setting and work closely with IPC and AMR committees along with HCL. • Monitoring, evaluating and reporting of MSFeCare activities in OPD on monthly bases. 

• Focal point for chronic care ensuring the smooth daily activities and implementation of chronic care model as per MSF protocol along with monitoring, evaluation and reporting for Chronic care OPD. Closely working with NCD advisor and supervisors. 

• Ensure coordination for referral and follow up from OPD as per the MSF protocol. 

• Check and control an efficient and rational use of medicines and equipment according to MSF protocols under his/her responsibility. Ensure general compliance with standing hygiene standards.

 • Responsible for monthly schedule, tracking sick leave, annual leave, trainings and performance evaluations in order to maintain high standards of quality and to improve staff capabilities 

• Ensure ongoing training of the team in collaboration with line manager in order to optimize the quality of care. Participate in regular morbidity and mortality review

 • Participating in data collection, management and monthly reports when required. Reporting to the line manager on any relevant information linked to clinical officer activities.

Job Requirements

Education            • Essential Criteria: Essential health/clinical officer degree with valid professional practicing license
Experience          • Essential Criteria: 2 years of previous experience having worked in MSF as clinical officer.
                           • Desirable criteria: Previous experience with staff management: leadership, coaching and development is desirable.
