Job Description
The purpose of the Humanitarian Program Director (HPD) position is to provide leadership and strategic direction for CARE Ethiopia’s humanitarian portfolio and subsequent leadership to the humanitarian team. S/he is responsible for ensuring that the design and subsequent implementation of all programs/projects are in accordance with CARE Ethiopia’s mission, strategic objectives and program approaches and in line with international best practices. The HPD manages staff who are responsible for the technical and operational management of humanitarian projects. As such, s/he ensures that all projects are technically and financially sound and implemented in compliance with donor and Government of Ethiopia requirements. This includes the timely and quality reporting against agreed plans. In collaboration with the CO technical team, s/he develops plans for enhancing field office capacity to carry out its development plan and to draw lessons for increasing program impact and sustainability. S/he establishes and maintains effective working relationships with key government partners and NGOs working in the same geographic areas within the humanitarian sector.
As a member of the CO Senior Management Team, s/he participates in decision- and policymaking on strategic issues including financial health and viability, program quality, program development human resource management, and other organizational priorities and concerns.
Job Responsibility #1: Defining Strategic Direction (15%)
Monitor national policy and sector best practice strategies and standards ensuring that CARE is responsive and engaging with these
Ensure humanitarian program reflects International best practice and adherence to agreed standards in all key competency areas
Support the identification of new partnerships to advance Care Ethiopia’s humanitarian programming portfolio
Foster partnerships with CARE CI members for organizational learning and impact
Regularly review and update CARE Ethiopia’s Humanitarian Strategy and Emergency Preparedness Plan to reflect current trends and evolving priorities in the Country
Lead in the identification and subsequent positioning for new funding opportunities
Strategically define CARE’s evolving humanitarian portfolio in coordination with the senior Humanitarian Program manager and Country Director and regularly assess the appropriateness of geographic areas of intervention in consultation with the humanitarian operations manager
Job Responsibility #2 Staff Management (15%)
Manage and supervise all direct reports. Complete all CARE performance management activities including performance planning, monitoring, and annual performance appraisals. In consultation with the Country Director and HR Unit, it takes appropriate personnel actions to address problems.
Ensure the development of key leadership, management, financial and administrative skills of direct reports to increase their capacity to develop and undertake major initiatives and assume larger responsibilities to further expand program/project impact and sustainability
Support the development of high performing teams at the program level and ensure that appropriate procedures and policies are followed
Work with SLT members to advance CO’s efforts in promoting and realizing diversity and gender objectives within the organization and programming.
Job Responsibility #3: Program Quality (15%)
Provide strategic oversight and guidance to the senior program manager /JEOP and his team in relation to commodity management
Provide strategic oversight and guidance to the senior Humanitarian program manager for new proposal development and subsequent planning activities
Work with program and operation teams to monitor and adjust strategies to maximize program quality and impact
Support efforts to ensure sound management and timely reporting of NFIs and agricultural commodities at an organizational level
Ensure that reports are prepared and submitted to concerned parties, donors, counterparts and CARE members on time and in a professional manner
Work closely with the Deputy Country Director for Programs to ensure synergy and coordination between long term and humanitarian programs
Support the development and revision of the CO overall country strategy
Job Responsibility #4: Program Management (15%)
Ensure that CARE humanitarian programs and projects are managed in a manner which achieves the program/project goals, is in line with CARE policies and procedures and demonstrates sound resource management
Ensure that qualified staff and appropriate policies, procedures and systems are in place to properly manage CARE's humanitarian programs/projects
Monitor the humanitarian programs and projects to ensure that they are implemented in a professional manner in line with the project proposal through project visits and the review of annual implementation plans and activity reports
Ensure proper management of financial and other resources entrusted to CARE's programs and projects, including the review and approval of program/project budgets (including project matches) and the monitoring of budget reports (including the proper recording of matches)
Ensure donor and government reporting is done according to agreed standards and in a timely manner
Work closely with units in Program Support (finance, procurement, HR, transport, etc.) to ensure proper coordination exists for efficient program implementation
Ensure strong commodity management and accountability
Regularly review and ensure that the most efficient humanitarian structure is established and functional in order to ensure program quality and the cost -efficient achievement of project objectives
Review and provide approvals for new project proposals and corresponding budgets
Job Responsibility # 5: Reflective Practice and Learning (15%)
Ensure that the CO program remains dynamic, with opportunities for innovation and personal growth by promoting a culture of, and mechanisms for, reflective practice and learning at all levels
Establish mechanisms for knowledge sharing and learning between projects and programs within the CO and with parties beyond the CO
Model a culture that recognizes and supports innovation, risk taking and learning
Ensure the CO actively participates in organization wide and regional learning initiatives related to CARE's priority program themes and approaches
Ensure that lessons learned are consolidated and used to inform ongoing and future practices
Job Responsibility No. 6: Fundraising, networking, Representation and Learning (15%)
Represent CARE’s humanitarian unit in coordination platforms, events or fora
Network with other NGOs (International and local) working in the humanitarian sector to explore partnership development programs and advance policy influence opportunities
Identify donors interested in funding humanitarian related activities and promote relationships with them at all levels
Establish and maintain formal and informal communication mechanisms with government, community partners, donors and other key humanitarian stakeholders
Monitor developments in the program, including best practice examples in-country and internationally, and ensure ongoing personal development and learning across the unit and its staff
Contribute to the documentation and dissemination of lessons learned and promote CARE’s humanitarian work when and where possible
Contribute to new tool development and subsequent analysis for advocacy as required

III. Qualifications
Required:
Master’s degree in international development field of study, master’s degree in public health or equivalent combination of education and work experience
8-10 years of experience in development and management of humanitarian or development programs
Expertise in one or more of the following program areas: nutrition/health, water/sanitation, cash transfer programs, food assistance and protection
Proficiency in verbal and written English, proposal development, strategic and operational planning, budget planning and management, monitoring and evaluation and report writing
Proficiency in standard office software package
Demonstrated leadership ability to inspire and empower others
Good interpersonal communication skill and ability to effectively liaise with government, community leaders and other stakeholders
Understanding of the importance of gender, youth and social inclusion
Demonstrated commitment to principles of gender, equity, diversity, inclusion and PSHEA (safeguarding) through previous positions or programming experience
Desired:
Significant exposure to projects involving networking and multiple partnerships, particularly related to food security issues, good governance/democracy and advocacy
Experience in managing food commodities for regular distribution and monetization funded by USAID
Working knowledge of programming in chronically vulnerable environments
Knowledge of local languages
Skills in organizing and facilitating training even
