Job Description
The Chief Technology Officer (CTO) of OVID Roads PLC is a visionary executive leader responsible for driving technical innovation, engineering excellence, and digital transformation across all road and infrastructure projects. Reporting directly to the CEO, the CTO ensures that the company remains at the forefront of construction technologies, research, and development, while embedding best practices in planning, execution, monitoring, and delivery. The CTO will lead initiatives to integrate advanced construction technologies, digital project management systems, and sustainable engineering solutions into OVID Roads’ operations. This role requires a strategic thinker, an execution-focused leader, and a strong influencer with a track record of managing large-scale road and infrastructure projects and championing R&D-driven growth.
To lead the technology, research, and engineering innovation agenda of OVID Roads—ensuring road construction projects are executed with technical precision, efficiency, sustainability, and global best practices while building the company into an industry leader.
1. Technology & Innovation Leadership
Define and implement OVID Roads’ technology strategy aligned with corporate and industry transformation.
Drive adoption of digital engineering tools (e.g., BIM for Roads, GIS mapping, digital twins, drone-based surveying, ERP integration).
Lead the R&D agenda, focusing on new construction materials, methods, and road technologies.
Champion sustainable construction innovations, such as green asphalt, recycled materials, and low-carbon practices.
2. Technical Excellence & Engineering Oversight
Provide executive oversight on road design, construction methods, and engineering standards.
Ensure quality assurance and technical compliance across all projects.
Establish and enforce technical benchmarks, specifications, and standard operating procedures (SOPs).
Oversee monitoring & evaluation (M&E) of project performance through technical audits and reviews.
3. Digital Transformation & Systems Development
Drive the digitization of project management (planning, cost control, progress tracking, and reporting).
Lead implementation of data-driven dashboards and decision-making tools.
Introduce AI, automation, and predictive analytics in road planning and asset management.
Ensure full integration of technology into procurement, logistics, and equipment utilization systems.
4. Collaboration & Stakeholder Engagement
Work closely with CEO, CFO, COO, and Project Directors to ensure technology supports business goals.
Collaborate with government agencies, regulators, universities, and R&D centers for technology partnerships.
Represent OVID Roads in industry associations, forums, and international partnerships to capture best practices.
5. Leadership & Team Development
Build and lead a high-performing technical, innovation, and IT team.
Develop talent pipelines in engineering, R&D, and technology management.
Foster a culture of continuous improvement, innovation, and technical excellence.
6. Risk Management & Compliance
Identify and mitigate technical and technological risks in project delivery.
Ensure compliance with local and international engineering standards.
Oversee cybersecurity, data governance, and IP protection in digital systems.
% of projects utilizing digital construction technologies.
Number of innovation/R&D initiatives successfully piloted and scaled.
Improvements in cost efficiency, speed, and quality through technology adoption.
Stakeholder satisfaction (government, partners, clients) regarding technical excellence.
Reduction in technical risks, rework, and compliance issues.
Education
Bachelor’s degree in Computer Science, Civil/Construction Engineering, Information Technology, or related field (required).
Master’s degree in Technology Management, Construction Engineering, or MBA with technical specialization (preferred).
Experience
Minimum 15 years of professional experience, including at least 7 years in the construction sector, specifically in road projects and/or technology-driven construction management.
Proven experience in R&D, digital transformation, or engineering technology leadership.
Demonstrated success in applying technology to improve project efficiency, quality, and cost-effectiveness.
Skills & Competencies
Strong expertise in engineering technologies, digital construction platforms, and R&D management.
Exceptional leadership, communication, and cross-functional collaboration skills.
Strong understanding of infrastructure project lifecycles, materials science, and sustainable construction.
Ability to drive technology adoption, cultural change, and technical innovation at scale.
