Job Description

The Center for Victims of Torture (CVT)  is an international nonprofit dedicated to providing trauma healing services to survivors of war and other violations. CVT works toward a future in which these violations cease to exist and victims have hope for a new life. We are headquartered in Minnesota, USA with offices in Africa and the Middle East. We work locally, nationally and internationally through programs that provide trauma rehabilitation, conduct technical assistance and capacity building to human rights activists, civil society organizations, and local service providers around the world who can prevent and treat gross human rights abuses, and advocate for human rights and an end to gross human rights violations.

The Senior Operations Officer will support organizational effectiveness by acting as a liaison with external partners, tracking financial transactions, assisting in human resources activities, and ensuring compliant procurement processes. This role is vital to maintaining smooth administrative operations in accordance with internal policies and donor regulations.

Duties & Responsibilities:

External Liaison & Coordination (20%)

  • Represent the organization with government stakeholders (CSA, Immigration, tax authority, MOLSA, etc.), and follow up on procedures, including but not limited to visa applications, work/residence permit applications, ASCO liaising, processing of MoUs with federal ministries, and timely submission of financial, operational, and HR reports as per regulatory requirements.

  • Coordinate the preparation and renewal of and keep up-to-date on effectiveness of service agreement and leases, timely inform the management to initiate renewal or termination processes, and keep signed copies on file.  

  • Deliver and receive official communications to/from various stakeholders.

  • Follow up on regulatory filings, registrations, and organizational correspondence with stakeholders.

Financial Administration Support (25%)

  • Maintain up-to-date records of expenditures and financial transactions related to operational and program budgets.

  • Support processing of payment requests and invoices in line with financial procedure.

  • Assist in compiling supporting documents for monthly financial reports and donor audits.

  • Track vendor payments and maintain vendor files in collaboration with the operations team.

  • Serve as a Cashier for Petty Cash account, including Telebirr account, for AA office.

  • Process communications with banks, including delivery and monitoring of transfer letters, transaction communications, execution of minor and/or routine payments, receipts of bank statements, etc. 

  • Assist in monthly tax reporting to tax authority. 

Human Resources Support (20%)

  • Ensure compliance with national labor laws and HR-related reporting to government agencies.

  • Lead recruitment processes, including job posting, scheduling interviews, and reference checks.

  • Lead staff onboarding, contract management, and documentation.

  • Maintain personnel files, leave records, and HR compliance documentation.

  • Facilitate logistics for trainings, performance reviews, and other HR-related events. 

  • Coordinate employee benefit administration including Insurance, Provident Fund and Severance tracking.

Procurement & Logistics (25%)

  • Lead procurement processes in AA in line with organizational and donor policies (e.g., EU/ECHO, USG). Support the process for field operations.

  • Draft and collect quotations, place advertisement for public bidding, perform bid analysis, and assist with purchase order preparation.

  • Track procurement requests, delivery schedules, and ensure procurement and logistics records are complete and audit-ready 

  • Maintain inventory records and lead the annual physical asset inventory process.

  • Arrange reservation of flights and accommodations as needed, and facilitate domestic travel for international visitors. 

  • Maintain updated supplier lists and procurement documentation for compliance and audit readiness.

  • Manage office supplies and equipment needs of the AA office and provide logistical support for field operations.

Other Duties (10%)

  • Participate in other program and organization-wide activities, meetings and trainings.

  • Complete administrative responsibilities.

  • Perform other duties as assigned.

Job Requirements

Required education, experience, certificates, licenses or registrations

  • Bachelor's degree in Business Administration, Accounting, Management, or related field.

  • Minimum 4-7 years’ relevant experience in government liaison, finance, procurement, or HR with an NGO or donor-funded project.

Preferred education, experience, certificates, licenses or registrations

  • Master’s degree in Business Administration, Accounting, Management, or related field.

  • Knowledge of international donor compliance requirements (e.g., EU/ECHO, USG, UN).

  • Familiarity with financial software, HR management systems, and/or procurement system.

  • Required: Commitment to and role modeling of human rights approach including: maintaining respect regarding any sensitive issues such as religion, minority or political affiliation and treating colleagues equally regardless of differences. Strong commitment to serve beneficiaries of CVT’s project regardless their religion, gender, disability, minority affiliation or political background.

  • Preferred: Knowledge of other Ethiopian local language(s).
