Ethiopian Catholic Church Social and Development Commission Branch Office of Meki (ECC-SDCBOM) is a faith based Non-Governmental Organization engaged in Social Development activities in the Vicariate of Meki. As a consortium partner, ECC-SDCBOM has planned to implement a five-year program entitled Realizing Aspirations of Youth in Ethiopia Through Employment (RAYEE II) funded by Master Card Foundation and lead by SNV in selected Woredas of Arsi, West Arsi, East Showa Zones of Oromia Region and in selected woredas of Silte, Alaba and East Gurage Zones Mareko Liyu woreda of Central Ethiopia Region. ECC-SDCBOM would like to recruit personnel on the following key positions for RAYEE II.

Position Summary: Senior Youth Skill Development Officer provides technical leadership to design, coordinate, and oversee inclusive, gender-responsive, and market-relevant skills development interventions for rural young women (RYW) and persons with disabilities. The role involves engaging and strengthening local training providers, supporting woreda facilitators, and promoting the integration of digital, entrepreneurship, and financial literacy training into existing systems, strengthening the local skills ecosystem, enhancing access to training and improving service quality. The Officer ensures training is accessible and responsive by introducing flexible delivery models, embedding inclusive practices, and customizing content to the local context.

Main Duties and Responsibilities:

  • Lead the planning, design, and rollout of skills development interventions within the program in alignment with annual and quarter work plan and national program strategy. 

  • Oversee the implementation of tailored training packages (entrepreneurship, agribusiness, digital & financial literacy, value chain trainings) adapted for RYW and persons with disabilities as per the approved cluster plan

  • Ensuring the quality of trainings and training materials to be organized to various groups of project participants, service providers and other TOTs. 

  • Identify, assess, engage and strengthen local skill service providers such as A/TVETs, youth centres, OSSCs, universities, private training providers, etc to co-develop and deliver inclusive, gender-responsive, and digital-integrated training.

  • Provide inputs on the development of strategies to reduce barriers for RYW and persons with disabilities to access training and skills services.

  • Work closely with GESI, safeguarding and other advisors to ensure training delivery in the most accessible, inclusive and tailored way addressing the needs of all program participants (RYW, Persons with Disabilities and young mothers)

  • Work to embed digital literacy, entrepreneurship, financial literacy trainings and mentorship into existing systems of woreda-level government offices, training centers (A/TVETs, youth centres, OSSCs), and community institutions to improve access for youth, especially RYW and Persons with Disabilities.

Collaborate with the MEAL team to develop tools and indicators to track participation, completion, and outcome of skills/ training interventions.

Job Requirements

Required Qualification and Work Experience

  • MSc/MA/BA/BSc in Education, Sociology, Psychology, Youth Development, Social studies and related fields 

  • At least, 8 years’ relevant experience for MSc/MA or 10 years for BA/ BSc in skills development preferably in rural youth employment and agricultural value chains.

Required Skill and Competencies:

  • Curriculum Development: Ability to design effective youth training materials

  • Entrepreneurship & Business Development: Understanding of startup incubation, financial literacy, and employment transition strategies.

  • Digital Skills: Online training platforms, coding basics, digital marketing for youth business.

  • Project Management: Ability to handle multiple youth-focused initiatives.

  • Psychosocial Support & Counseling: Useful for youth engagement officers.

Additional Requirements

  • Willingness to travel frequently to project implementation areas

  • Strong commitment to field-based work, with energy and resilience to match

  • Effective communication skills in both English and local language

Experience working with NGOs is preferable.
