Ethiopian Catholic Church Social and Development Commission Branch Office of Meki (ECC-SDCBOM) is a faith based Non-Governmental Organization engaged in Social Development activities in the Vicariate of Meki. As a consortium partner, ECC-SDCBOM has planned to implement a five-year program entitled Realizing Aspirations of Youth in Ethiopia Through Employment (RAYEE II) funded by Master Card Foundation and lead by SNV in selected Woredas of Arsi, West Arsi, East Showa Zones of Oromia Region and in selected woredas of Silte, Alaba and East Gurage Zones Mareko Liyu woreda of Central Ethiopia Region. ECC-SDCBOM would like to recruit personnel on the following key positions for RAYEE II.

Position Summary: The Senior Financial Inclusion Officer plays a pivotal role in expanding access to financial services, promoting inclusive economic growth, and supporting vulnerable communities in integrating into formal financial systems. This position focuses on financial literacy, access to credit, digital financial solutions, and enterprise development, ensuring marginalized groups, including youth, women, and smallholder farmers, benefit from financial inclusion initiatives. The role facilitates the establishment and strengthening of Youth Saving and Lending Associations (YSLAs), builds institutional linkages with MFIs, SACCOs, and banks, and promotes market-oriented financial products tailored to youth startups and MSEs. 

Main Duties and Responsibilities: 

  • Facilitate the rollout of the program’s youth financial inclusion strategy within the cluster, ensuring interventions prioritize rural young women, Persons with Disabilities, and returnees.

  • Conduct localized reviews and rapid assessments to identify root causes of low financial access for target groups and propose tailored solutions.

  • Work closely with MFIs, SACCOs, RuSACCOs, and banks to build sustainable institutional linkages that facilitate access to appropriate financial services for youth groups and individual entrepreneurs.

  • Collaborate with financial institutions to support the development or adaptation of market-oriented financial products that address the needs of young women, startups, and growing MSEs along priority value chains.

  • Identify and promote partnerships with digital technology service providers to introduce solutions such as mobile banking, digital savings, and digital record-keeping among youth groups.

  • Identify capacity gaps among local financial service providers (MFIs, SACCOs, banks) and design practical training or support to enhance youth-inclusive financial service delivery.

  • Document and share lessons learned, success stories, and challenges with cluster and national teams, as well as with local stakeholders.

Job Requirements

Required Qualification and Work Experience

  • MSc/MA/BA/BSc in Finance, Economics, Business Administration, Cooperative Development and related fields 

  • At least, 8 years’ relevant experience for MSc/MA or 10 years for BA/ BSc in implementing Micro finance, rural finance and Youth/Women financial inclusion activities.

Required Skill and Competencies:

  • Practical experience in financial inclusion of youth and women

  • Experience working with MFIs, SACCOs, and banks to develop or promote youth-inclusive financial products.

  • Understanding of Ethiopia’s financial sector landscape and familiarity with digital financial services.

  • Experience facilitating capacity building for local financial institutions and field-level staff.

  • Strong skills in partnership management and stakeholder engagement.

Additional Requirements

  • Willingness to travel frequently to project implementation areas

  • Strong commitment to field-based work, with energy and resilience to match

  • Effective communication skills in both English and local language

Experience working with NGOs is preferable.
