Ethiopian Catholic Church Social and Development Commission Branch Office of Meki (ECC-SDCBOM) is a faith based Non-Governmental Organization engaged in Social Development activities in the Vicariate of Meki. As a consortium partner, ECC-SDCBOM has planned to implement a five-year program entitled Realizing Aspirations of Youth in Ethiopia Through Employment (RAYEE II) funded by Master Card Foundation and lead by SNV in selected Woredas of Arsi, West Arsi, East Showa Zones of Oromia Region and in selected woredas of Silte, Alaba and East Gurage Zones Mareko Liyu woreda of Central Ethiopia Region. ECC-SDCBOM would like to recruit personnel on the following key positions for RAYEE II.

Position Summary: The Senior Youth Engagement and Inclusion Officer will be responsible for the implementation of inclusive strategies that ensure the active participation and benefit of rural young women (RYW), persons with disabilities, returnees, and other marginalized youth. Working in collaboration with zonal and woreda facilitators, TVETs, OSSCs, and local institutions, the advisor will ensure that information on business and employment opportunities are accessible to all project participants (rural young women, persons with disability and others

Main Duties and Responsibilities: 

  • Implement inclusive community outreach and mobilization strategies that ensure effective targeting, registration, and enrolment of RYW, Persons with Disabilities, returnees, and other marginalized youth into the program, and support their progression into enterprise formation and skill training.

  • Play lead role in identification of social, cultural, and systemic barriers for inclusion and develop context-specific strategies to overcome these problems.

  • Implement targeted inclusion interventions, including but not limited to facilitating access to assistive devices, reasonable accommodations, adapting training venues for accessibility, and coordinating tailored support services, to ensure full and meaningful participation of Persons with Disabilities in all program activities.

  • Facilitate youth voice platforms (YAG, youth associations) to ensure active participation of youth in general and RYW and marginalized youth in particular in program planning, decision-making, and feedback processes at local and cluster levels.

  • Ensure that youth engagement activities are sensitive to the diverse needs of young women and Persons with Disabilities.

  • Foster partnerships with local government offices, TVETs, OSSCs, CBOs, and organizations working with persons with disabilities.

  • Monitor the quality and effectiveness of inclusion strategies and adapt as needed based on feedback and evidence.

Job Requirements

Required Qualification and Work Experience

  • MSc/MA/BA/BSc in Youth Development, Social Science, Public Admin, Social Development, Sociology and related fields 

  • At least, 8 years’ relevant experience for MSc/MA or 10 years for BA/ BSc in tracking in experience in inclusion, youth engagement, and community-based programming, particularly with a focus on rural youth and Persons with Disabilities.

Required Skill and Competencies:

  • Ability to develop youth-focused policies and advocacy strategies.

  • Excellent communication and negotiation abilities.

  • Knowledge of youth rights, inclusion frameworks, and civic participation models.

  • Report writing and documentation for youth inclusion strategies.

  • Social behavioral change (SBC) expertise for youth empowerment programs

  • Practical experience in inclusive programming and disability mainstreaming

Additional Requirements

  • Willingness to travel frequently to project implementation areas

  • Strong commitment to field-based work, with energy and resilience to match

  • Effective communication skills in both English and local language

Experience working with NGOs is preferable.
