Ethiopian Catholic Church Social and Development Commission Branch Office of Meki (ECC-SDCBOM) is a faith based Non-Governmental Organization engaged in Social Development activities in the Vicariate of Meki. As a consortium partner, ECC-SDCBOM has planned to implement a five-year program entitled Realizing Aspirations of Youth in Ethiopia Through Employment (RAYEE II) funded by Master Card Foundation and lead by SNV in selected Woredas of Arsi, West Arsi, East Showa Zones of Oromia Region and in selected woredas of Silte, Alaba and East Gurage Zones Mareko Liyu woreda of Central Ethiopia Region. ECC-SDCBOM would like to recruit personnel on the following key positions for RAYEE II.

Position Summary: The Senior MEAL Officer is responsible for leading planning, monitoring, evaluation, and learning (MEAL) activities at the program level, working closely with program technical teams. It ensures that annual and quarterly plans are effectively developed and tracked, program performance is routinely monitored against targets, and quality data is collected, validated, and reported. The role maintains digital data system, supports timely and accurate reporting, and promotes the use of data for learning and adaptive management through regular reviews and knowledge sharing, and supports documentation of best practices and lessons learned. It also builds the capacity of data clerks and technical teams on MEAL tools.

Main Duties and Responsibilities: 

  • Planning, monitoring and evaluation: Lead the development and consolidation of annual, quarterly, and monthly Program work plans in alignment with program targets and national plans. Monitor implementation progress against planned activities and outputs, identify challenges, and support technical teams in making timely adjustments.

  • Data management, reporting and documentation: Oversee routine data collection and ensure timely data entry, validation, and secure storage in the digital database, Prepare and submit high-quality cluster-level performance reports (monthly, quarterly, annually)

  • Quality assurance & accountability: Apply quality assurance tools and checklists to monitor adherence to program standards and technical guidelines and Support the effective use of accountability mechanisms.

  • Capacity building & technical support: Build the capacity of data clerks and technical teams on planning processes, monitoring tools, data quality standards, digital data systems, and the use of data for decision-making.

Job Requirements

Required Qualification and Work Experience

  • MSc/MA/BA/BSc Degree in Economics, Agricultural Economics Business Management, Business Administration, Monitoring and Evaluation and related fields 

  • At least, 8 years’ relevant experience for MSc/MA or 10 years for BA/ BSc in tracking value chains and youth employment project.

Required Skill and Competencies:

  • Solid understanding of project cycle management and MEAL frameworks

  • Strong background in both qualitative and quantitative data collection and analysis

  • Proven ability to manage accountability mechanisms and large datasets

  • Team leadership, resource management, and working under pressure

  • Proficiency in data analysis tools such as SPSS, STATA, and Power BI

  • Mobile data collection platforms like KoboToolbox ,  ODK and Survey CTO

  • Proven experience in integrating gender considerations and applying conflict sensitivity within MEAL systems to ensure responsive, inclusive, and context-sensitive program monitoring and evaluation.

Additional Requirements

  • Willingness to travel frequently to project implementation areas

  • Strong commitment to field-based work, with energy and resilience to match

  • Effective communication skills in both English and local language

Experience working with NGOs is preferable.
