Ethiopian Catholic Church Social and Development Commission Branch Office of Meki (ECC-SDCBOM) is a faith based Non-Governmental Organization engaged in Social Development activities in the Vicariate of Meki. As a consortium partner, ECC-SDCBOM has planned to implement a five-year program entitled Realizing Aspirations of Youth in Ethiopia Through Employment (RAYEE II) funded by Master Card Foundation and lead by SNV in selected Woredas of Arsi, West Arsi, East Showa Zones of Oromia Region and in selected woredas of Silte, Alaba and East Gurage Zones Mareko Liyu woreda of Central Ethiopia Region. ECC-SDCBOM would like to recruit personnel on the following key positions for RAYEE II.

Position Summary: The Deputy Program Manager will support the successful implementation of the RAYEE II Project in Central Ethiopia Region, working under the leadership of the Program Coordinator to ensure smooth execution, stakeholder collaboration, financial oversight, and program performance tracking. This role requires strong coordination, problem-solving, and leadership skills to drive youth employment and economic empowerment initiatives while ensuring compliance with project objectives and donor requirements.

Main Duties and Responsibilities: 

  • Program Coordination and Oversight: Coordinate the day-to-day planning, execution, and monitoring of program activities within the assigned cluster, including skills development, financial inclusion, youth engagement, safeguarding, and value chains.

  • Team Supervision and Management: Line-manage the project team at cluster levels, including performance reviews, objective setting, approval of travel plans, timesheets, and leave provisions.

  • Stakeholder Engagement and Representation: Build and maintain productive relationships with regional, zonal and woreda government offices, TVETs, private sector actors, financial institutions, youth associations, etc.

  • Budget, Financial and operational management: In collaboration with program staff, prepare annual budgets and quarter-based expenditure plan and ensures compliance with SNV and donor compliance.

  • Monitoring, Reporting and Learning: Work closely with the cluster MEAL Senior Officer to track progress against indicators.

Job Requirements

Required Qualification and Work Experience

  • MSc/BSc in Project Management, Business Administration, Development Studies, Social Sciences, Agricultural Economics, Agricultural Extension, Rural development or related fields. 

  • At least, 10 years’ relevant experience for MSc or 12 years for BSc in project management and youth enterprise development, livelihoods, Market system development.

Required Skill and Competencies:

  • Strong leadership and program management skills.

  • Ability to manage multiple projects and deadlines.

  • Knowledge of youth employment policies and economic development strategies.

  • Financial management and budgeting expertise.

  • Stakeholder coordination with government, private sector, and youth organizations.

  • Willingness to travel frequently to project implementation areas

  • Strong commitment to field-based work, with energy and resilience to match

  • Effective communication skills in both English and local language

  • Proven skills in gender integration and applying conflict-sensitive approaches

Experience working with NGOs is preferable.
