Job Description
Position: Legal Expert
Duration: 6 month- renewable contract
Location: Addis Ababa with field travel to project sites
Salary Range: Basic Salary 32,000 Birr plus Transportation allowance, 1500 and communication allowance 700 and other benefit
The Ethiopian Lawyers with Disabilities Association is the first-ever professional association of persons with disabilities bringing together lawyers engaged in policy review and analysis, attorneys, prosecutors, judges, legal advisors and students with disabilities studying law in different parts of the country. Currently, ELDA has more than 240 active and registered members with in the nation. The Ethiopian Lawyers with Disabilities Association (ELDA) was formed in November 2019 being the first-ever professional association of persons with disabilities. The association was initiated by eight like-minded lawyers with disabilities and registered by the Ethiopian CSO Agencies with the certificate no. 4620 on December 19, 2019.
ELDA works to ensure the full promotion, protection and respect of all rights for all persons with disabilities in Ethiopia. The UNCRPD is the basis of our work and we work to enhance the direct and indirect participation of persons with disabilities in the justice system including as witnesses, in all legal proceedings, at investigative and other preliminary stages.
ELDA, in collaboration with the Population Council, is working on an initiative entitled “Forced Begging among Persons with Disabilities in Ethiopia.” This project will address the prosecution of offenders, protection and rehabilitation of victims, and the operation of ELDA’s free legal aid and hotline services.
We are seeking to hire a dedicated Program Coordinator to take part in this project.
Hotline Service Coordination
Manage and oversee the operations of the free legal aid hotline service under the specified project.
Ensure accessibility, responsiveness, and quality in the delivery of legal aid services via the hotline.
Maintain close coordination with Population Council and internal teams to ensure effective implementation.
Monitoring, Reporting, and Documentation
Prepare and submit detailed monthly reports summarizing:
Number and types of cases entertained,
Status of services rendered,
Solutions or legal interventions provided,
Challenges encountered and recommendations.
Organize service data in a disaggregated manner (e.g., by gender, disability type, location, case type, referral method).
Contribute to periodic project performance reviews and donor reporting.
Legal Aid Service Implementation
Develop and implement work plans aligned with ELDA’s and the project's objectives.
Offer direct legal support and advice to persons with disabilities seeking aid via telephone or in-person visits.
Ensure adherence to ELDA’s legal aid service provision guide and quality standards.
Advocacy, Outreach, and IEC Development
Prepare and disseminate Information, Education and Communication (IEC) materials (manuals, brochures, and awareness tools) to promote legal aid services and rights awareness.
Work with the communications team to support media campaigns and public awareness activities related to the project.
Engage actively with OPDs across Ethiopia to disseminate information and refer their members to ELDA’s services.
Stakeholder Engagement
Facilitate partnerships and maintain effective communication with OPDs, civil society, and government stakeholders to enhance access to justice for persons with disabilities.
Represent ELDA in training workshops, public forums, and consultations related to disability rights and legal reforms.
Travel and Fieldwork
Travel to regions as necessary for project implementation, monitoring, or outreach using economical means of transportation.
Additional Duties
Perform other related tasks as assigned by the Project Coordinator or Executive Director.
Minimum Requirements (Qualification)
Education:
Minimum LLB degree in Law.
Experience:
At least 1 year of experience in implementing donor-funded projects.
Experience in human rights and free legal aid projects are highly desirable.
Prior work with or for persons with disabilities is an advantage.
Skills:
Strong legal analytical and writing skills.
Excellent interpersonal, communication, and team collaboration abilities.
Proficiency in MS Office and data organization tools.
Fluent in English and Amharic; knowledge of additional Ethiopian languages is a plus.
Preference will be given to qualified candidates with disabilities and women.
