Job Description
MSD is a non-profit, civic society organization founded in 1999 to combat the HIV/AIDS epidemic. Since then, MSD works to strengthen the socio-economic development of the wider community, and the nation at large. Working with partners and stakeholders, MSD advance the voice of citizens and community structures in service delivery, identifying priority needs, provide support and services to target groups with education, skills, and promoting opportunities to get along with assets. Aligned to its vision, mission and strategic objectives, MSD has been working in different development, emergency and humanitarian endeavors including HIV Prevention, care and support, Orphan and vulnerable children (OCV) care and support, Sexual and Reproductive health (SRH), Family Planning (FP), Gender Based Violence (GBV), migration, child protection and environmental protection. Through these technical area and services, it reached different hard to reach target groups including early married girls, GBV survivor, OVCs, refugees, PLHA, commercial sex workers and their clients, waitresses, long truck drivers, CSOs, CBOs and the community. At community level, the organization works with community members and community-based social service providing institutions, schools, health facilities, government line offices, marginalized groups and professional associations.
MSD is a child safe organization, and all successful applicants will be required to sign the PSEA, Child Safeguarding and Code of Conduct. MSD is looking for qualified and competent applicants for the following position:
Position Title: GBViE Officer
Reports to: Project Coordinator (Child Protection and GBV in Emergency Project)
Location: Bahir Dar with frequent travel to implementation woreda
Contract Type: Full-time, project-based
Duration: As per the project implementation period- Seven Month
The GBViE Officer will be responsible for supporting the implementation, monitoring, and reporting of Gender-Based Violence (GBV) prevention, mitigation, and response interventions across seven project sites in the Amhara region. S/he will ensure that project activities are delivered in line with international standards, donor requirements, and national GBViE guidelines. The GBViE Officer will work closely with child protection teams, community structures, government counterparts, and other humanitarian actors to strengthen GBViE prevention and response services for women, girls, and other vulnerable groups affected by conflict and emergencies.
2.1. Program Implementation and Technical Support
Support the roll-out and day-to-day implementation of GBViE activities at community and facility levels in all project sites.
Provide technical guidance and support to field staffs and community workers to ensure quality and survivor-centered GBViE prevention and response services.
Facilitate the establishment and strengthening of women- and girl-friendly spaces and other safe spaces for survivors.
Ensure timely reporting, referral and case management for GBViE survivors in collaboration with child protection officers, case workers, and health providers.
Support community mobilization and awareness-raising initiatives on GBVIE prevention, gender equality, and women’s rights.
Promote the integration of GBVIE considerations into child protection, health, education, and livelihood activities.
Participates in the development and adoption of relevant GBViE guidelines, SBCC materials to be used by the CP-GBViE program.
2.2. Capacity Building and Coordination
Provide training, mentoring, and on-the-job support to caseworkers, community volunteers, and partner staff on GBViE case management, psychosocial support, and survivor-centered approaches.
Collaborate with health, legal, psychosocial, and protection actors to strengthen multi-sectoral referral pathways.
Represent the project in relevant GBViE coordination meetings, working groups, and inter-agency forums at regional and district levels.
Build strong relationships with government offices (e.g., Women and Social Affairs, Health Bureaus, Justice Department, and Police) to enhance survivor support services.
Jointly facilitate training on GBV, safeguarding, child protection to the project staffs at all level and community level structures.
2.3. Monitoring, Reporting & Documentation
Monitor GBViE activities at field level and ensure that services are delivered in accordance with project objectives and donor standards.
Collect, analyze, and manage GBViE-related data (while ensuring confidentiality and ethical standards).
Prepare monthly, quarterly, and annual reports on GBViE activities, challenges, and best practices.
Support documentation of case studies, success stories, and lessons learned for knowledge sharing and advocacy.
2.4. Safeguarding, Accountability & Risk Management
Ensure all GBViE activities adhere to survivor-centered principles (safety, confidentiality, respect, non-discrimination).
Uphold organizational safeguarding, protection from sexual exploitation and abuse (PSEA), and child protection policies.
Identify risks, protection concerns, and emerging issues and propose mitigation strategies to the project coordinator.
3. Key Deliverables
Functional and strengthened GBViE referral pathways across project sites.
Capacity building sessions conducted for frontline staff, community structures, and partners.
Regular reports on GBViE prevention and response interventions submitted on time.
Documented success stories and best practices to support learning and advocacy.
Survivors provided with timely, safe, and confidential services in line with international standards.
4. Qualification and Experience
Education:
Master /Bachelor’s degree in Gender Studies, Social Work, Psychology, Sociology, Public Health, Development Studies, BSC nursing.
4/6 years
Experience:
Practical experiences on GBV, gender, or protection programming in humanitarian or emergency settings.
Hands on experience working with GBV case management, psychosocial support, and community mobilization.
Being conversant with international and national standards and guidelines on GBV (e.g. GBV Guidelines, Core Humanitarian Strandard , WHO Clinical Guidelines) and trainings is plus
Previous work in emergency or conflict-affected contexts preferred.
Skills and Competencies:
Strong understanding of gender, GBViE, child protection, and humanitarian principles.
Strong skills in the facilitation of smooth communication with partners at all levels of project areas.
Excellent facilitation, training, and community mobilization skills.
Good report writing, documentation, and data management skills.
Strong interpersonal and coordination skills, with the ability to engage with government, NGOs, and community actors.
Demonstrated experience in designing, implementing GBVIE programs and activities.
Fluency in written and spoken Amharic and English (knowledge of local languages is an asset).
Computer literacy (MS Word, Excel, PowerPoint, and reporting tools).
