The Ethiopian Agricultural Transformation Institute (ATI), formerly known as the Agricultural Transformation Agency (ATA), is a strategy and delivery-oriented government institute created to help accelerate the growth and transformation of Ethiopia’s agriculture sector, which is a key contributor to the country’s GDP, exports, and workforce. The ATI’s work is centered on improving the livelihoods of smallholder farmers (SHFs) across the country for improved income, inclusiveness, resilience, and sustainability. 

The ATI works to transform the agriculture sector in Ethiopia by conducting policy and analytical studies, providing technical implementation support and capacity building, coordinating.  platforms to better integrate partners and projects and designing and directly leading several innovative/pilot interventions. The Institute joins forces with various stakeholders, including policymakers, researchers, farmers, and development partners, to support the implementation of agricultural development programs and initiatives. In addition, the ATI collaborates with national and international partners to facilitate knowledge exchange and learning opportunities. The Institute plays a crucial role in generating and disseminating information to support evidence-based decision-making in Ethiopia’s agricultural sector.

Overview of the Digital Agriculture Project 

The Digital Agricultural Services Project, a key part of the Technology and Digital Innovations Program, drives agricultural digitalization to support ATI’s broader initiatives. It equips Farmer Production and Agribusiness Companies with digital tools and farm management systems to improve operations, while enhancing digital literacy among farmers and development agents to foster precision agriculture and data-driven decisions. The project offers timely, localized advisory support through an AI-powered knowledgebase, a multi-channel helpdesk, and the 8028 Farmers’ Hotline, which provides automated crop and livestock advice in multiple languages. It also promotes innovation via a youth-focused digital challenge and, in partnership with ACC II, develops a blockchain/GIS-enabled traceability system to ensure EUDR compliance for coffee farmers and expand market access through digital platforms.

The Digital Agricultural Services Project Officer II supports key digital platforms, including managing and enhancing the 8028 Farmer Hotline and establishing regional call centers to deliver timely, localized advisory services. The role assists with the design and rollout of the FPC Digitalization System, coordinates stakeholder engagement, and supports digital infrastructure deployment. S/he provides technical support, monitor progress, manage risks, and ensure clear communication across teams. This position reports to the Project Team Lead.

Duties & Responsibilities:

  • Support the operationalization and ongoing management of the 8028 Farmer Hotline, regional call centres, and the AI-integrated agricultural knowledge base to ensure effective delivery of advisory and digital services.

  • Assist in the design, development, testing, and rollout of the Farmer Production Cluster (FPC) Comprehensive Digitalization System, including conducting needs assessments and addressing system gaps.

  • Coordinate stakeholder engagement to gather requirements, facilitate socialization campaigns, and promote awareness among users and partners at various levels.

  • Support procurement and deployment of necessary digital infrastructure (hardware, connectivity) to enable FPC digitalization and precision agriculture initiatives.

  • Contribute to the integration of the FPC digital system with other internal digital tools such as farmer profiles and e-voucher systems.

  • Provide technical support and capacity building to project staff, partners, and users to ensure smooth implementation and adoption of digital agriculture platforms.

  • Collaborate closely with federal, regional, and local government bodies to align data identification, approval, and system deployment efforts.

  • Assist in monitoring project progress, compiling reports, and documenting lessons learned and best practices for continuous improvement.

  • Support risk management activities by identifying potential challenges and helping implement mitigation measures.

  • Foster transparent communication and coordination among project teams, stakeholders, and partners to ensure accountability and effective information flow.

  • Provide general support for other digital agriculture service projects, including planning, monitoring, follow-up, and timely report preparation.

  • Deliver additional support as required by the Technology and digital innovations Program to ensure successful project implementation and achievement of objectives

Job Requirements

Required Qualification, Competencies, and Experience:

Education: 

  • Minimum Master’s degree

  • Field of study:  Computer science, information Science, Software Engineering, Project Management, or a related field.

Experience:   

  • At least 4 years of relevant experience managing digital agriculture or ICT-for-development projects, including project implementation, budget monitoring, and reporting, with knowledge of Interactive Voice Response (IVR), SMS technologies, data management, analysis, and call center setup and operations.

  • Familiarity with software development using open-source technologies and experience in developing data collection tools such as Open Data Kit (ODK) or similar platforms.

  • Experienced in Capacity building and Stakeholder management 

  • knowledgeable in the fundamentals of Artificial intelligence and its actual Implementation
