Job Description

The Monitoring Officer – Grant Monitoring will be responsible for overseeing, tracking, and evaluating the implementation and performance of grant-funded projects across selected woredas in the Tigray Region. The role ensures compliance with funding agreements, donor requirements, and organizational standards by providing timely monitoring data, identifying risks, and supporting grantees in meeting their objectives and reporting obligations.

Duties & Responsibilities:

  • Monitor the implementation of grant-funded projects in different woredas to ensure compliance with grant terms and donor requirements.

  • Conduct regular field visits, desk reviews, and virtual check-ins to verify project activities, expenditures, and deliverables.

  • Collect, analyze, and report data on grant performance indicators.

  • Track progress reports, deliverables, and deadlines using appropriate monitoring tools and systems.

  • Provide capacity-building support to grantees on reporting, compliance, and monitoring processes.

  • Identify and escalate issues related to non-compliance, underperformance, or misuse of funds.

  • Maintain accurate and up-to-date documentation and records for all assigned grants.

  • Contribute to the development and improvement of monitoring frameworks, tools, and reporting formats.

  • Support internal and donor reporting by providing accurate and relevant monitoring data.

  • Assist in preparing evaluation reports, impact assessments, and learning documents as required.

Job Requirements

  • Bachelor's degree in Development Studies, Social Sciences, Project Management, Public Administration, Economics, Agriculture, or related field (Master’s degree is an asset).

  • Minimum of 1–4 years of experience in grant monitoring, project evaluation, or related role.

  • Demonstrated familiarity with donor-funded projects (e.g., USAID, EU, UN, DFID, or private foundations).

  • Strong knowledge of monitoring and evaluation (M&E) tools and methodologies.

  • Excellent analytical, problem-solving, and report-writing skills.

  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint); knowledge of data analysis tools is an advantage.

  • Ability to work independently, manage multiple priorities, and meet deadlines.

  • Strong interpersonal and communication skills with the ability to collaborate across diverse stakeholders.
