Job Description

Under the overall guidance of the Executive Director, the Area Manager is the Head of the Area Office with responsibility for day to day strategic leadership and management, technical guidance, quality assurance and marketing, high level advocacy and engagement, partnership development, corporate image making/building and resource mobilization in the Region. He/she manages the Area Office as a semi-autonomous entity, directing and leading program and organisational development efforts in congruence with FGAE Strategic Plan. The Area Manager operationaises and translates FGAE strategies into actions for the achievement of set targets. S/he works closely with the Area Advisory Board to manage the affairs and operations of FGAE in the region, implementing programs and overseeing the provision of quality and comprehensive services as well as integrated SRH Services at Speciallityl Clinics, Mediem Clinics and Youth Centers. He/she links and relates with representatives of donors, partners, government, private sector involved in SRH to advance FGAE SRH agenda and supporting government efforts at addressing and reducing SRH problems among adults and young people within the region. S/he manages all staff of the Region and directs their efforts for the accomplishment of regional program and service targets..

Duties and Responsibilities 

  1. Provide leadership in coordinating the input of the Area Offices into the preparation of FGAE Annual Program Budget in line with approved guidelines and time line set by IPPF;

  2. Provide technical guidance and oversight to the management and implementation of all programs at the Area Office level, ensuring compliance with approved guidelines by the Head Office;

  3. In response to identified critical SRH Issues in the region, initiate and develop new proposals for review and fine tuning by the Head Office for presentation and marketing to possible funders;

  4. Lead other staff in translating FGAE long-term program strategy into practical and achievable Plan and activities on annual basis in line with requirements of IPPF and other donors; 

  5. Organise the staff to undertake performance review of programs at periodic intervals, identifying strengths and weaknesses and collectively agreeing on specific actions for improving quality and outcomes of FGAE SRH programs/projects; 

  6. Participate in program review activities at the national level, contributing the input of the Area Office to key strategies and actions for repositioning FGAE SRH programs for sustainable outcome and impact;

  7. Scan the external environment within the Region to monitor SRH situation and trend and use findings for program planning, designing new interventions and strategy development at the Regional level;

  8. Coordinate the production of program and other reports in line with reporting schedule for submission to the Head Office; 

  9. Provide leadership in coordinating the efforts of the project team in the implementation of SRH and other donor funded programs and projects at the Area Office level; 

  10. Plan, organize, direct, coordinate and control program and organisational operations at Area Office, Model Clinic, SRH Clinics and SRH Outreach Projects and Youth Center levels; 

  11. Work closely with and other Units to ensure that the Annual program Budget is well planned, understood, and implemented effectively and efficiently in cooperative and collaborative manner; 

  12. Link up with and manage organisations receiving grants from FGAE, undertaking supportive supervision, providing technical assistance and receiving update and data on program performance for transmission to the Head Office;

Leadership and organisational management

  1. Initiate and establish relevant guidelines to standardize and guide the operations of the Area Office for increased effectiveness and sustainable impact; 

  2. Ensure financial, human and material resources are utilized effectively and efficiently according to the rules and regulations of the Association; 

  3. Contribute to FGAE strategic planning process, assuring alignment with country and regional SRH priorities and agenda;

  4. Provide leadership at the Area Office level to align operations with FGAE strategic plan and implementation of actions that facilitate the achievement of set targets for the Region/Area Office;

  5. Creating, maintaining and sustaining an enabling office and work environment to motivate staff to give their best at all times;

  6. Identify staff capacity development needs and respond accordingly through direct action or liaise with the Head Office for providing support to building capacity of staff in the region;

  7. Liaise with the Head Office for the availability of required resources (human, material, financial, equipment, etc) for effective operations and performance of the Area Office;  

  8. Oversee the implementation and compliance with established organisational policies, procedures and standards at the Area Office level while also collating and transmitting feedback from staff to the Head office to guide process of review and refinement; 

  9. Consulting with the Executive Director and other Top Management Team members at the headquarters on strategic organisational development and management issues to guide operations at the Area Office level; 

  10. Organise and manage the Area Offices in line with set standards to facilitate compliance with accreditation expectations and other statutory requirements by government and conditions attached to IPPF and donor funded programs; 

Partnership Development and public engagement

  1. Establish necessary contacts with organisations in the NGO, private and public sectors and participating in their activities to advance SRH&R agenda in the region and aligning such with FGAE program 

  2. Collaborate with partners and stakeholders including the media to advocate for improved enabling environment for SRH in the region, targeting policy makers and the parliament; 

  3. Use all opportunities available to promote the capacity of FGAE as leading SRHH organisation and the contributions FGAE could make in addressing myriad of SRH challenges in the region towards improving quality of life of its various target audience;

Service Delivery

  1. Perform service delivery oversight by providing the required support to organizing and delivering quality services in all FGAE SRH service outlets including FGAE Youth Centre;

  2. Ensure that Comprehensive, quality and integrated SRH services (FP,MCH,CAC,HIV-STI.AYRH etc…) is provided by all service providers in  all health facilities of FGAE.

  3. Oversee the implementation of the social franchising initiative with the private health sector for increased access to SRH services in the region; 

 

Resource Mobilization and financial management

  1. Identifying opportunities and mobilizing resources from local sources including fundraising, solicitation for donation of lands, buildings/infrastructure (to be used as office and clinics), vehicles, drugs, consumables, subventions from Regional Government etc;

  2. Identifying opportunities and leads the area office activities to generate  more net income from service  and other innovative ventures  through health facilities of FGAE; 

  3. Publicizing and marketing FGAE capability and training and specialized technical services for demand generation and patronage of partners in the region;

  4. Undertake researches through but not limited to internet to identify funding opportunities and facilitating access of FGAE to such resources;

  5. Contribute to the development of new project proposals being developed by the Head Office for submission to donors for funding;

  6. Engaging with Government at Regional levels, international donors, the private sector in mobilizing financial resources for FGAE programs and services at the Regional level;  

  7. Prepares and submits to the Executive Board consolidated periodic report on work plan implementation, budget utilization, and performance management of the Association; 

  8. Prepare annual Area Office budget for timely submission to the Area Office for harmonization and consolidation and presentation to NEB for approval; receiving and applying received from the Head Office in line with budget provisions, maintaining discipline and curbing wastes and leakages; 

Governance and Volunteer Management

  1. Governance and Volunteer Management

  2. Presents progress performance report of the work of the Area Office to the Area Advisory Board on regular basis to guide the Board in taking major policy and strategic decisions in line with its statutory responsibility;

  3. Provide support to the Area Advisory Board and its sub-committees to enable them perform their governance functions including policy formulation, strategic leadership and direction and oversight responsibilities;, 

  4. Support the Chair in ensuring that all members of the Board continue to be engaged and actively involved in the governing body’s work and activities including payment of dues by more than half of the members on annual basis;

  5. Identify capacity development needs of Board members and evolving strategies and approaches to building capacity of Board members for enhanced performance and greater effectiveness;

  6. Work with the Chair of the Area Advisory Board to produce and disseminate annual calendar of meetings and events of the Board and its standing committees to guide and facilitate organized approach to implementation of planned activities;

  7. Prepares consolidated periodic performance report (programmatic, financial, budget utilization), and regularly submits to the Board for considerations and decision making;

  8. Support the Governing Board at the Area Office level in undertaking high level engagement with Government on critical issues relating to Sexual and Reproductive Health, Family Planning, HIV&AIDS, Youth and Adolescents for improved enabling environment for FGAE operations in the region; 

  9. Introduce and implement awards for committed and active Board members and volunteers to motivate them to action and improved performance;

  10. Develop data base of volunteers 

  11. Performs other duties as required. 

Job Requirements

MD/MPH/MSc/MA/in Public Health, Demography, Health Management, Social Work/Sociology, or related fields ;

Minimum Years of Relevant Experience 

7 Years for MA/MBA/MSc,
at least 6 years of Senior level Leadership /Managerial  experience in similar duties with NGO experience in Health related management experience is required
