Ethiopia is the third largest refugee-hosting country in Africa, sheltering over a million registered refugees and asylum-seekers. 

GOAL: GOAL has been working in Ethiopia since the early 1980s. GOAL operates a countrywide multi-sector humanitarian and development program focusing on alleviating poverty and responding to sudden-onset and protracted humanitarian crises affecting the most vulnerable communities and groups. Primarily responding to the effects of drought, conflict, displacement, and chronic poverty, GOAL’s key areas of focus include nutrition, WASH, economic and food security, health, and shelter. GOAL’s program targets children under five, pregnant and lactating women, internally displaced communities, refugees, pastoral and agro-pastoralist communities, rural smallholder farmers, and street-connected children and youth. 

General Description of the Program

Pastoral Value Chain Intervention in South Omo, South Ethiopia region, Ethiopia is an economic pillar that will focus on supporting the development of strong and competitive local economies, based on the pastoralism sector, promoting sustainable growth and creating jobs. Among the various activities planned under the economic pillar is pastoral value chain interventions focusing on extensive pastoral value chain assessments, establishing and/or strengthening pastoralist production groups, training of pastoralists, including women and youth, on developing business skills to boost their entrepreneurial capacity in the border areas of Karamoja within South Omo Zone of South Ethiopia

 GENERAL DESCRIPTION OF THE ROLE: 

The Value Chain Officer will support the effective implementation of project interventions aimed at strengthening pastoralist production, processing, and marketing systems. The officer will work closely with pastoralist groups, government staff, and private sector actors to improve skills, facilitate access to markets and financial services, and promote inclusive, conflict-sensitive value chain development. S/he will ensure quality delivery of activities at the community and market levels, contributing to sustainable livelihoods for pastoralist households.

Duties & Responsibilities:

. Pastoralist Group Strengthening & Capacity Building

  • Mobilize and support the formation of pastoralist production groups (livestock, fodder, milk, and fish depending on the cluster).

  • Facilitate training and coaching for groups in production, processing, entrepreneurship, and marketing.

  • Support the establishment and capacity building of fisheries groups (in Karamoja) including training and provision of fishing gear.

  • Deliver and/or coordinate business skills training for women and youth entrepreneurs, ensuring skills are practical and market-driven.

2. Value Chain & Market Development

  • Assist in mapping existing value chain stakeholders and platforms.

  • Support the organization of local innovation platforms and networking events (trade fairs, livestock shows, business-to-business forums).

  • Facilitate linkages between pastoralist groups, private sector actors, and financial service providers.

  • Provide technical support to strengthen conflict-sensitive public-private partnerships (PPPs).

3. Livestock Marketing Ecosystem Support

  • Assist in training government staff on market management.

  • Support development and dissemination of livestock market information systems/tools.

  • Ensure market information reaches community groups to guide production and marketing decisions.

4. Project Implementation & Reporting

  • Plan and deliver field-level activities in line with project targets and timelines.

  • Collect, document, and share data on group performance, market linkages, and training outcomes.

  • Support monitoring, evaluation, and learning (MEL) processes, including case studies and success stories.

  • Work closely with Senior Value Chain Officer to ensure quality implementation and reporting.

KEY AREAS OF ACCOUNTABILITY/DUTIES (detailed list of tasks and outputs categorized by “daily” “weekly” “monthly” or any other category that fits the role)

Key Duties

  • Implement value chain activities 

  • Coordination - with UN agencies, NGOs, and government departments. 

  • Reporting - internal reporting as required by GOAL.

  • Monitoring and evaluation - ensure that appropriate M&E is collected from the responses in line with program design requirements, and donor reporting.

  • Preparedness - review emergency preparedness and emergency response capacity should further shocks be felt and develop ways of working in the ever-changing environment, including IDP influxes and set up of new responses in new woreda that may be opened by the upcoming grant.

  • Technical support - work with technical Managers to ensure that the emergency response is adequately supported.

  • Travel frequently to all areas of operation and address any issues which may be affecting program quality.

  • Compliance - ensure logistics, HR, and finance protocols are followed by all programs team members.

  • Gaps/opportunities - advise senior management on key gaps/opportunities. 

  • Capacity – build the capacities of staff to best ensure quality program delivery. 

  • Donor visits, etc – support visits, information, etc, as requested by senior management. 

  • Carry out other duties as requested by the line manager.

REQUIREMENTS

Qualification (Education, Experience, key qualities, skill and competence

Qualifications and Experience

  • Bachelor’s degree in Agricultural Economics, Agribusiness, Rural Development, Livestock Production, Fisheries, or related field.

  • Minimum 3–5 years of relevant experience in value chain development, livestock/fisheries, agribusiness, or livelihoods programming.

  • Hands-on experience in working with pastoralist/agro-pastoralist communities.

  • Good knowledge of livestock and/or fisheries value chains, market systems, and financial inclusion.

  • Strong facilitation skills in training/coaching community groups.

  • Experience in engaging private sector, government, and community stakeholders.

  • Ability to produce activity reports and case studies.

  • Strong interpersonal and communication skills.

  • Ability to mobilize communities and build trust among diverse groups.

  • Practical problem-solving skills with a market-oriented mindset.

  • Gender and youth sensitivity in program implementation.

  • Willingness to travel extensively to field locations
