We are looking for an for a motivated Director of Finance, Grants and Operations provides financial and compliance oversight for the Finance Operations and Grants and Contracts departments on a platform with a $10-$12 million annual operating budget and approximately $5 million in sub-granting to a network of up to 11 local and international sub-partners. S/he oversees timely and accurate financial reporting by PSI and by our sub-partners, ensures timely and compliant financial operations including internal and external disbursements, manages procedures for finance operations, grants, and contracts, oversees annual external audits, strengthens the capacity of finance & non-finance departments in good financial practices.
This position manages the functions including Finance, Operations and Grants & Contracts, four direct reports and a team of up to 9 staff, and reports to the Country Representative.
Strategic leadership and oversight role:
Provide direction and strategic leadership to the organization’s finance, IT, supply chain, area office operations, grants, and contracts portfolio to ensure that operational processes efficiently support program teams.
Ensure that the finance, IT, supply chain, grants and contracts systems and process align with the project priorities.
Ensure local policies and procedures align with PSI Global Services Finance, Procurement, Grants and Contracts policies, procedures, and requirements, and proactively identify and manage any potential conflicts to ensure compliance with the necessary regulations.
Design and maintain internal systems that ensure accurate and timely reporting on financial performance of the organization.
Promote and demonstrate an ethical environment, in line with PSI’s values of honesty and acting with integrity.
Financial Accounting, Compliance and Reporting:
Establish and/or refine and disseminate policies, systems and practices for effective management of disbursement and accounting for all financial resources in line with PSI Global accounting policies, funder requirements and local law where required.
As the supervisor of the Finance Operations Department, ensure high quality financial management, monitoring, and operations in line with donor and Government of Ethiopia regulations and PSI policies:
Maintain a clean and fully reconciled balance sheet, ensuring timely management follow-up of institutional payables, receivables including VAT and fringe accruals.
Supervise timely and accurate monthly financial reporting according to PSI Global financial standards, policies & guidance.
Support consistent, standardized operations across all projects including adherence to, financial and operational policies and procedures.
Provide recommendations and process improvement plans to the Ethiopia Management team and US team to ensure robust internal controls and sound operational procedures
Responsible for control of and completeness of PSI and its Donor’s fixed assets & inventory plus the completeness of their records.
Providing direct financial management support to country programs and project Finance & Operations leads, as needed.
Serve as the lead on setting up and managing the shared office procedures outlining the responsibilities of in-country teams and managing cost allocation for shared support services.
Ensure coordinated banking operations among projects and serve as lead contact with designated local bank and coordinate with US team where issues arise.
Grant, Sub-Award and Sub-Contractor Management:
Lead the development and negotiation of sub- agreements, workplans and budgets, if applicable
Coordinate monthly reporting process from sub-awardees and joint programmatic and financial reports reviews, ensuring that costs are in line with the progress on delivery and implementation and that budget variances explanations are provided.
Conduct regular sub-award visits / evaluations to verify adherence to contract terms and gauge internal control systems to obtain confidence in the reports submitted.
Design and implement a proactive, rigorous, risk-based and effective sub-awardee monitoring system and approach.
Contribute to designing the capacity building plan for sub-awardees in financial management, internal control systems, budgeting and forecasting, technical programs implementation and coordinate the provision of trainings when needed
Lead sub-award closeout in accordance policies and procedures.
Budgeting
Work with the technical groups and PSI/W on budget proposal development.
Ensure the development, implementation and monitoring of the platform annual operating budget including common direct cost budget, budget vs expenditure (monthly surplus deficit analysis) platform wide periodic activity-based expenditure analysis, and institutional registrations.
Prepare budget modifications and Activity realignment as necessary.
Work with the technical directors in the work planning process, contribute to costed work planning and oversee smooth functioning of PSI/Ethiopia headquarters and 5 area offices, empowering senior managers in finance and operations to lead the planning process.
Oversee timely and compliant internal and external disbursements according to a platform annual operating budget.
Support new business initiatives with cost proposal information, budgeting support, and advice on country specific requirements
Information Technology
Oversight of the IT function, working in collaboration with country leadership and assigned staff providing IT support
Work across projects to ensure IT systems and network infrastructure are set up effectively and securely
Ensure a culture of compliance with PSI IT policies and procedures; ensure procurement of IT equipment and software are in line with industry standards
Coordinate with assigned IT lead for technical support as needed
Risk Management
Continuously seek to ensure/improve efficiency, integrity, and transparency of financial and sub-grants financial management operations.
Oversee development and dissemination of platform Finance, Grants and Contracts procedures, ensuring timely and compliant finance operations and grants/contracts management for maximum health impact.
Ensure adequate internal controls to safeguard the organization assets.
Technical Support, Audits and Legal
Support preparation and successful conclusion of internal and external auditing activities for the COP, PSI/W and for the donor annual audit reporting.
Ensure that the team responds to audit requests on a timely basis, and provides clear, complete, and accurate information to auditors.
Review management comments for audit reports and ensure appropriate action is taken to correct audit findings.
Review and test controls to ensure systems are compliant with PSI Global Services Finance, Grants and Contracts policies, donor requirements, as well as local laws.
Ensure prompt preparation and submission of statutory returns, donor reports and tax compliance, as applicable.
Others
Support users and oversee the performance of the Accounting Software as business financial process leader.
Review and approve high value financial and operational commitment and payments according to PSI responsibility matrix, approve admin/finance budgets, ensuring compliance with PSI, donor and GoE procedures, rules and regulations.
Strengthen performance and capacity of department, empowering independent thinking, and ownership with SMART Management By Objectives development and tracking, routine coaching and feedback, regular supportive supervision, capacity building and performance appraisals.
Represent PSI/ET with sub-partners, suppliers, auditors, etc.
Perform any other job-related responsibilities as requested.
Play a key role ensuring that PSI/E management team comply and resolve any local taxes issues and legal related matters.
QUALIFICATIONS:
At least eight (8) years with master’s degree or ten (10) years of experience with first degree in Finance or other relevant field.
ACCA certification or any other professional accountancy certification such as CPA is a must have
Minimum of 5 years of senior management experience in finance, grants management and operations, including demonstrated staff management experience.
Demonstrated experience managing donor funded projects like US Government Agreements and/or Contracts, Gates Foundation, GAVI, FCDO, UN agencies and other private foundations.
Excellent financial management and budgeting skills
Familiarity with international health, development issues and the international donor community.
Unquestionable personal integrity, fairness, and credibility necessary to gain the trust and commitment of individuals at all levels of the organization
Outstanding demonstrated narrative business writing skills.
Excellent interpersonal and communication skills (verbal and written);
Advanced proficiency in QuickBooks Enterprise required. Knowledge of other ERP and MS office applications preferred.
Fluency in spoken and written English, comfort with public speaking and excellent writing and interpersonal skills.

Duties require broad conceptual judgment, initiative and ability to deal with a wide range of finance and HR issues
