Job Description

Based in the Tigray region, the Protection Specialist will oversee and support VAWGiE programming in Eastern and Southern Tigray. The Protection Specialist position is responsible for providing coordination, support, and supervision of Protection activities. In addition to providing overall coordination, she/he will be also responsible for providing technical and professional support in planning and implementing protection in Emergency responses.   

Duties & Responsibilities:

Job Responsibility 1:  Planning and Implementation of Program Activities 

  • Ensures that planning and implementation of the project activities are in accordance with the program principles, approaches, and procedures of the organization.

  • Works closely with other project staff and partners in planning and implementing the project activities.

  • Ensures effective implementation of the project activities as per the set plan of action and as per the donor requirement. 

  • Makes sure that all plans are down to annual, quarterly, and weekly basis and follow up to make sure the same is done for by PSS Officers and Community Empowerment Facilitators.

  • Ensure that financial management is according to CARE’s policy and meets value for money principles.

Job Responsibility 2: Technical Support and Capacity Building

  • Provide technical and managerial oversight and guidance to PSS officers and Community Facilitators regarding implementation of the project. 

  • Assess and identify technical assistance needs in regard to technical skills, supervision support, etc., for the field-based staff.

  • Oversee & support the day-to-day implementation of program activities including case management/psychosocial support, follow-up, and advocacy to meet the needs of beneficiaries & strengthening community capacity to prevent & respond to incidents of VAWG

  • Conduct induction/orientation, training, and capacity building of protection mainstreaming, PSS/PFA and PSHEA, VAWG case management and information management trainings.

  • Participate in Protection related assessments (safety audit, Rapid Humanitarian assessment, etc.)

  • Promote and represent the interests of the VAWG/PSEA program with regards to all relevant stakeholders.

  • Contribute to the joint protection Working Group at Regional, Zonal and Woreda based.

  • Coordinate and monitor the overall implementation of VAWG program activities based on their established indicators, including collecting and analyzing data and information for reporting.

  • Assist mapping, establishment and strengthening of VAWG referral pathways and referral linkage activities.

  • Provide technical assistance for field staffs on implementation of emergency cash support to VAWG  survivors who are eligible to facilitate comprehensive response services. 

  • Represent CARE Reginal VAWG AOR, Protection Sub-cluster, and other coordination platforms at best level potential. 

  • Closely work with the regional cash Sub-working group to standardize and contextualized cash for protection and MPCA for vulnerable women and girls. 

  • Support the cash feasibility and market assessment that will be done in each region for the emergency cash support/cash for protection. 

  • Ensure that need based VAWG services are provided for affected host communities, and returnees. 

  • Ensure that protection of VAWG discussions and dialogues are conducted among host communities, IDPs and returnees. 

  • Conduct training need assessment to identify government line offices and project staff’s knowledge gap and design appropriate training accordingly. 

  • Contribute to effective case management and information management on VAWG survivors through the provision of capacity enhancement trainings for PSS officers.

  • Coordinate and monitor the overall implementation of VAWGs  program activities based on their established indicators, including collating, and analyzing data and information for reporting.

  • Conduct activity vs budget tracking to make sure that budget spent is according to the project plan and CARE’s financial management policy.

 Job Responsibility 3: Monitoring and Supervision 

  • Maintain up-to-date data related to VAWG in emergency project activities and deliver it to learning designed and measurement manager for data entry and analysis.

  • Facilitates joint, supportive supervision with Regional and National, Women Affairs Bureau and other government staffs from signatory sectors.

  • Facilitates and conduct regular review meetings and project review schedules at all regional levels along with project staff and work with different institutions to create institutional commitment.

  • Together with other project team, sets project quality standards and action steps and monitor the performance accordingly.

  • Conducts regular supportive supervision to each region and deliver on-site support to field-based staff. 

  • Produce and share standard project report (Monthly, Quarterly, and annual reports) to the Protection Team Leader. 

% of time = 20%

Job Responsibility 4: Facilitate Learning and Net Working

  • Establishes firm and institutionalized working relationships with local government officials, community institutions, regional and national and other stake holders.   

  • Keeps up to date the development in the sectors includes best practices examples in country and ensure ongoing personal development and learning.

  • Prepares regular project progress updates at all Regions. 

  • Represents CARE in regional and Zonal level meetings, coordination forum on issues related to protection/VAWG in emergencies. 

% of time  =10%

Job Responsibility 5: Reporting, Staff Supervision, Coaching and Team Building:

  • Develops appropriate reporting formats together with the field officer Monitoring, Evaluation and Learning Officer and Head office-based Protection team. 

  • Collects, organize, and summarize monthly and quarterly performance reports from PSS officers.

  • Monitor the quality and reliability of the reports collected from PSS officers. 

  • Supervises, coaches and gives technical backup to PSS Officers and Community Empowerment Facilitators.

  • Conducts performance review and appraisal of the employees (PSS Officers and CF) under his/her supervision according to the policy of the organization.

% of time = 15%

Job Responsibility 6: Donor Compliance and Follow-up 

% of Time  = 5 %

  • Ensure familiarity with all protection-related contracts and agreements with donors and sub-grantees. 

  • Ensure that FO project staff implement protection per donor guidelines and CARE policies and procedures.

  • Coordinate with FO project managers and the Humanitarian Program Manager- Protection to prepare responses for any concerns. 

Job Responsibility 7: Perform other duties as assigned.

% of Time = 5 %

Job Requirements

V. QUALIFICATIONS (KNOW HOW)

A. EDUCATION/TRAINING

Required:

  • BA degree in Public Health, Psychology, Social work, social studies or related areas of focus

Desired 

  • Masters in related field is a plus. 

B.EXPERIENCE:

Required:

  • 5 years’ experience in NGO setting 

  • At least 3 years of practical experience on implementing or leading VAWG/Protection projects in emergency.

  • Experience on working with internally displaced people and conflict affected communities. 

C.TECHNICAL SKILLS 

Required:

  • Supervisory skill. 

  • Language proficiency in written and spoken English.

  • Speaking the local language of the respective region is a plus 

  • Computer proficiency.

  • Good communication and report writing skills.

  • Knowledge of written and spoken in the local languages of the respective regions.

  • Firm belief in teamwork, economic and social needs, conceptual understanding of participatory approach and sustainable development.
