Job Description
The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referenda, and regulate political parties in Ethiopia. NEBE is working to boost its institutional strength with a special focus on the enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for the ICT Project Manager position who meet the following requirements.
We are looking for a highly motivated and experienced ICT Project Manager to plan, execute, and oversee a portfolio of technology projects. You will be responsible for managing the entire project lifecycle—from initiation and planning through execution, monitoring, and closure—ensuring projects are delivered on time, within scope, and on budget. The ideal candidate will possess a unique blend of deep technical understanding, strong business acumen, and exceptional leadership and stakeholder management skills.
Project Planning & Execution:
● Lead the end-to-end management of multiple concurrent ICT projects (e.g., software development, system integrations, network upgrades, cloud migrations, ERP implementations).
● Develop detailed project plans, including scope, schedule, resources, budget, risks, and deliverables, in collaboration with technical teams and stakeholders.
● Define project tasks, resource requirements, and work breakdown structures (WBS).
● Execute projects according to the project plan and company methodologies (Agile, Scrum, Waterfall, Hybrid).
Stakeholder & Communication Management:
● Act as the primary point of contact for project stakeholders, including clients, senior management, vendors, and technical teams.
● Manage stakeholder expectations and ensure transparent communication through regular status reports, steering committee meetings, and presentations.
● Facilitate effective communication between technical and non-technical audiences, translating complex concepts into clear business terms.
Team Leadership & Resource Management:
● Lead and motivate cross-functional project teams (developers, engineers, analysts, etc.), fostering a collaborative and high-performance environment.
● Identify and secure necessary resources, assigning tasks and ensuring team members have the tools and information needed to succeed.
● Manage relationships with third-party vendors and contractors.
Budget & Financial Management:
● Develop and manage project budgets, tracking expenses and ensuring cost-effectiveness.
● Provide budget forecasts and report on financial performance, justifying variances and implementing corrective actions when necessary.
Risk & Issue Management:
● Proactively identify, analyze, and mitigate project risks and issues throughout the project lifecycle.
● Develop contingency plans and escalate critical issues to management in a timely manner.
● Ensure compliance with internal security, quality, and data governance standards.
Quality & Delivery:
● Monitor project progress, track milestones and deliverables, and implement changes when necessary.
● Ensure final deliverables meet defined quality standards and business requirements.
● Manage user acceptance testing (UAT) and project sign-off.
● Conduct post-project evaluations to identify successes and areas for improvement.
● Certification: PMP (Project Management Professional) certification is highly desirable. PRINCE2, Agile (CSM, PSM), or similar certifications are a strong plus.
● Experience: Minimum of 5 years of experience in project management, specifically within ICT/IT.
● Technical Knowledge: Solid understanding of software development life cycles (SDLC), IT infrastructure, networking, cybersecurity principles, and cloud computing (Ethiotelecom ECS, AWS, Azure, GCP).
● Methodology Proficiency: Proven experience with both Agile (Scrum, Kanban) and Waterfall methodologies, and the ability to apply a hybrid approach where appropriate.
● Tool Proficiency: Expert-level skill with project management software (e.g., Jira, Asana, MS Project) and collaboration tools (e.g., Confluence, SharePoint, Teams/Slack).
● Budget Management: Demonstrated experience building and managing project budgets
Preferred Qualifications
● Experience managing projects in [mention your specific industry, e.g., finance, healthcare, government, SaaS].
● Technical background as a developer, systems analyst, or engineer.
● Experience with DevOps practices and tools.
● Knowledge of IT Service Management (ITSM) frameworks like ITIL.
● Experience with change management principles.
