LWF World Service Ethiopia is a registered foreign charity, which has been operating in Ethiopia since 1973 implementing various development and humanitarian projects in different parts of Ethiopia. LWF World Service Ethiopia works closely with the Ethiopian Evangelical Church Mekane Yesus (EECMY), the Ethiopian Government, UN organizations and other funding partners. The WASH Officer plays a vital role in implementing WASH interventions in operational districts, working in close collaboration with community leadership, District Water Offices, and other relevant partners. He/she is responsible for ensuring the effective delivery of WASH activities through proper monitoring, evaluation, and reporting. In addition, the WASH Officer develops training manuals, strengthens the capacity of stakeholders, and contributes to the design of high-quality proposals that support the growth and sustainability of new projects.
Lead the response activities of WASH emergency for conflict-affected Schools in different woredas of Amhara regional state including monitoring of project quality, M&E and budget management;
Lead the WASH assessments, survey and prepare design documents and bill off quantities for WASH facilities
Produce study and design documents including: construction specifications, bill of quantities and construction schedule for the water and sanitation works to be carried out in the project area as necessary;
Carry out supervision of construction activities related which includes water supply and sanitation facilities.
Facilitate sanitation and hygiene activities targeting the conflict affected people and host communities in the different woredas of Amhara;
Primarily responsible for planning, implementation, monitoring and evaluation of the overall interventions of WASH in close coordination and consultation with the concerned project staff;
Ensure efficient utilization of resource such as construction materials, manpower, properties, equipment's etc.;
Regularly participate in the regional and zonal level WASH Cluster meetings and provide updates to the immediate supervisor;
Re/Establish and Capacitate the Water Management committees for each of the water supply systems to be rehabilitated/constructed;
Prepare detail implementation, procurement and spending plan for WASH activity
Participate in procurement of goods and services related to WASH;
Participate on Zonal/Regional WASH cluster meeting
Provide weekly, monthly and quarterly progress reports to the supervisor including 5W/WASH. For Country WASH officer at LWF as per the agreed timeline
Capture the WASH project implementation progress and lessons to be shared to the supervisor and Country WASH Officer at LWF.
Proactively conduct assessments and prepare proposal for new projects in WASH;
Work closely with the project team in reviewing progress and results, identify gaps and solutions and share technical ideas for the project staff;
Provide technical backstopping and guidance to the community facilitators;
Follow procedure as outlined in the LWF Staff Rules, Collective Agreement and other Operation Manuals;
Perform any other duties as assigned by his/her supervisor.

Required Minimum Qualification and Experience
Bachelor’s or master's /Degree in Environmental Science, Public Health, WASH Engineer or a related from a recognized university/college
Skills Required Attitudes and Attributes:
Relevant work experience (in a supervisory sanitation and hygiene) of at least 5 years preferably in an international NGO or UN agencies.
Experience in implementation and management of projects funded by major donors such as PRM, ECHO, EU, UN agencies, SIDA, GAC, etc.
Strong understanding of local, state, and federal sanitation regulations and WASH Sphere Standard.
Excellent organizational and time-management skills.
Strong communication and training abilities.
Attention to detail and a proactive approach to problem-solving
Basic knowledge of CHS Accountability Standards and Humanitarian principles including the Code of Conduct, Protection, Age and Disability Inclusion in Humanitarian activities.
Creative and able to work with limited resources.
Ability to work independently with minimal or no supervision.
Strong English language ability (both written and verbal) and ability to produce cohesive, informative reports.
Skills on AUTOCAD and Arc GIS is a plus
Computer skills including ability to use SPSS, Kobo Collect, Survey CTO, etc;
