Job Description
Humanity & Inclusion is an independent international aid organization that works in areas affected by poverty, exclusion, conflict, and disaster. We collaborate with people with disabilities and other vulnerable groups. Our focus is on meeting their essential needs and improving their living conditions while promoting their dignity and rights. We are a not-for-profit organization with no religious or political ties. We operate as a federation that includes several associations contributing human and financial resources, managing projects, and carrying out our social mission.
Through the ECHO Fund, Humanity and Inclusion (HI) is currently running EORE and NTS activities under the Humanitarian Mine Action (HMA) program. This effort aims to reduce the risk of injuries and fatalities from explosive ordnance (EO) in heavily contaminated areas.
The EORE/NTS Community Liaison Officer will help implement humanitarian mine action activities through community engagement, explosive ordnance risk education (EORE), non-technical survey (NTS), capacity building of community focal points, and assistance for victim identification and referrals. This role ensures accountability, inclusion, and compliance with our safeguarding policies, the Code of Conduct (CoC), and standards for Protection from Sexual Exploitation and Abuse (PSEA).
2. Key Responsibilities & Activities:
2.1. Explosive Ordnance Risk Education (EORE)
• Provide EORE sessions to affected communities, IDP sites, schools, and other vulnerable groups.
• Tailor risk education messages to fit the age, gender, disability, and cultural context of the communities.
• Assist in developing and sharing Information, Education, and Communication (IEC) materials.
• Record and report community feedback and changes in behavior related to EO risks.
2.2. Non-Technical Survey (NTS)
• Conduct NTS in suspected hazardous areas (SHAs) following approved SOPs and IMAS standards.
• Perform desk research, key informant interviews, community mapping, and focus group discussions to gather contamination information.
• Accurately document and report data, including GPS coordinates, maps, and impact assessments.
• Help prioritize hazardous areas for clearance and risk reduction efforts.
2.3. Training & Capacity Building of Community Focal Points (CFPs)
• Identify, train, and mentor CFPs to carry out community-based EORE activities.
• Provide Training of Trainers (ToT) for CFPs to ensure skills transfer and sustainability.
• Monitor and support activities led by CFPs, offering refresher training as needed.
2.4. Victim Identification & Victim Assistance:
• Identify survivors and victims of explosive ordnance incidents during community interactions.
• Gather and report victim data in line with our organization's and national referral guidelines.
• Facilitate referrals for victims and survivors to suitable medical, psychosocial, and economic support services.
• Work with victim assistance partners to ensure coordinated support.
2.5. Code of Conduct (CoC), Safeguarding & PSEA Compliance:
• Follow HI’s Code of Conduct (CoC), safeguarding policies, and PSEA standards.
• Report any safeguarding or PSEA concerns right away, following proper procedures.
• Maintain confidentiality, dignity, and respect while working with communities, especially survivors and vulnerable groups.
2.6. Cross-cutting Issues:
• Promote gender, age, and disability inclusion in all activities.
• Ensure accountability to affected populations (AAP) by setting up community feedback and complaints mechanisms.
• Incorporate protection principles into NTS, EORE, and victim assistance activities.
• Make sure activities do not reinforce inequalities and are sensitive to cultural and local dynamics.
2.7. Coordination & Reporting:
• Build and maintain effective relationships with local authorities, community leaders, and humanitarian groups.
• Represent the organization in community meetings and coordination forums as assigned.
• Submit regular activity reports that include both quantitative and qualitative data to the Team Leader.
• Support monitoring, evaluation, and learning (MEAL) processes by providing accurate field data.
Bachelor’s degree in Social Sciences, Education, Community Development, or a related field, or experience managing HMA activities.
• At least 2 years of experience in community liaison, mine action, risk education, or humanitarian response.
• Experience in facilitation, participatory assessments, and community mobilization.
• Knowledge of International Mine Action Standards (IMAS) and humanitarian principles is a plus.
• Experience in victim assistance, referral systems, or protection programs is preferred.
• Strong communication skills in local languages; proficiency in English is an advantage.
• Willingness and ability to travel and work in remote areas.
• Fluency in the Tigrigna language and understanding of the local context are mandatory.
