Job Description

Ministry of Health would like to invite competent and interested applicants for the following position. 

Position Title: HCO Coordinator 

Number: - one  

Location: Ministry of Health, Ethiopia 

Duration: 12 months’ contract with possibility of extension subject to performance up to the project period.

Reports to: Strategic Affairs, EO 

Monthly Salary: - 39,149.00 ETB : 

The Human Capital Operation (HCO) is a World Bank-funded project aimed at improving learning outcomes and nutrition services for girls and boys and strengthening service delivery and accountability in all regions of Ethiopia, including areas affected by conflict, droughts, and high levels of refugees. The project involves multiple sectors and requires strong coordination among various ministries and levels of government. 

The HCO Coordinator will be responsible for overall coordination of the HCO activities within the Ministry of Health, ensuring effective implementation, monitoring, and reporting of health and nutrition-related components of the project. 

Duties and Responsibilities: 

  • Coordinate the implementation of HCO activities within the Ministry of Health, ensuring alignment with project objectives and government priorities. 

  • Liaise with other key ministries involved in the HCO, including Education, Agriculture, Water and Energy, and Women and Social Affairs, to ensure cohesive implementation of multisectoral interventions. 

  • Oversee the planning, budgeting, and implementation of health and nutrition activities under the HCO, including those in conflict-affected areas and areas with high levels of refugees. 

  • Coordinate with regional and SPG woreda level health offices to ensure smooth implementation of HCO activities at all levels. 

  • Monitor progress towards health and nutrition-related Disbursement Linked Indicators (DLIs) and facilitate timely reporting. 

  • Participate in the HCO Technical Committee meetings and contribute to decision-making processes. 

  • Coordinate the Technical working group and conduct regular meeting as per the ToR 

  • Facilitate the integration of HCO activities with other ongoing health sector programs and projects. 

  • Coordinate capacity building efforts for health and nutrition staff involved in HCO implementation. 

  • Prepare regular progress reports on HCO implementation within the health sector for the Ministry leadership and the HCO Steering Committee. 

  • Coordinating project schedules, resources, equipment and information 

  • Manage project-related paperwork by ensuring all necessary materials are current, properly filed and stored 

  • Direct project correspondences by preparing and reviewing project proposals, memos, meeting minutes and emails 

  • Communicate with clients to identify and define project requirements, scope and objectives 

  • Adhere to budget by monitoring expenses and implementing cost-saving measures 

  • Mange financial and procurement activities  

  • Execute project management administrative and bookkeeping tasks such as managing invoices, purchase orders and inventory reports, among other financial documents 

  • Supervise the project procurement process 

  • Schedule stakeholder meetings, document and generate reports 

  • Represent the Ministry of Health in HCO-related meetings with the World Bank and other development partners. 

Deliverables  

  • Monthly progress reports on HCO implementation within the health sector. 

  • Annual work plan and budget for health and nutrition activities under the HCO. 

  •  Quarterly TWG meeting minutes within the at the ministry. 

  •  Bi-annual reports on progress towards health and nutrition-related Disbursement Linked Indicators (DLIs). 

  • Annual capacity building plan for health and nutrition staff involved in HCO implementation. 

  • Contributions to the HCO Steering Committee reports, focusing on health sector achievements and challenges. 

  • Quarterly financial reports on HCO expenditure within the health sector. 

  • Annual performance assessment of HCO activities within the health sector, including recommendations for improvement. 

Certificate  

  • Project monitoring and evaluation, Program budget, leadership and Teamwork is desired. 

Job Requirements

Qualifications Certificate and skills: 

  • Master’s degree in Public Health, Health Administration, or financial management, Economic, project management. 

  • Minimum of 10 years of experience with tis 4 years project or grant management or coordinator  

  • Strong understanding of the Ethiopian health system and multisectoral development programs 

  • Excellent coordination and communication skills 

  • Experience in managing donor-funded projects, preferably World Bank projects 

  • Demonstrated ability to work effectively with multiple stakeholders 

  • Strong organizational and multi-tasking skills 

  • Excellent analytical and problem-solving abilities 

  • Team-management and leadership skills 

  • Fluency in English and Amharic; knowledge of other local languages is an advantage
