Job Description
Position Title: Monitoring, Evaluation and Learning (MEL) Coordinator
Reports to: Regional Program Manager (with technical linkage to AISDA MEL Unit in Addis Ababa)
Duty Station: Afar Regional Office, Semera
Contract Type: Full-time, Fixed Term (renewable based on performance and funding)
The Regional MEL Coordinator will be responsible for leading monitoring, evaluation, accountability, and learning activities for the Biqu Wetat Programme in Afar. The role ensures quality data collection, analysis, and reporting to track progress against objectives and outcomes in education, livelihoods, MHPSS, WASH, protection, and private sector engagement.
The Coordinator will build the capacity of program staff and partners in MEL, ensure accountability to youth and communities, and promote evidence-based learning to improve program effectiveness and sustainability.
Monitoring & Evaluation
Develop woreda-level MEL plans and tools in line with the program’s MEL framework.
Ensure accurate, timely, and consistent collection of data across all thematic areas.
Support baseline, midline, and endline studies, as well as periodic assessments.
Maintain a regional MEL database and dashboards for program performance tracking.
Provide technical guidance to Woreda Program Officers and coordinators on MEL standards.
Accountability & Learning
Establish and manage community feedback and complaint mechanisms.
Facilitate participatory monitoring and community validation of program results.
Document lessons learned, case studies, and success stories for donor reporting and learning platforms.
Organize learning events, reflection workshops, and knowledge-sharing forums for program teams and stakeholders.
Reporting & Communication
Ensure timely and high-quality submission of regional MEL reports to the Program Manager and national MEL Unit.
Contribute MEL data and analysis for donor reports, review meetings, and advocacy efforts.
Work with thematic coordinators to ensure evidence informs adaptive program management.
Required Qualifications & Experience
Master’s or Bachelor’s degree in Monitoring & Evaluation, Statistics, Social Sciences, Development Studies, Public Health, or related field.
Minimum 5 years (Master’s) / 7 years (Bachelor’s) relevant MEL experience in humanitarian or development programs.
Strong knowledge of MEL tools, frameworks, and donor reporting requirements (UNICEF, Mastercard Foundation, or similar).
Proven experience in quantitative and qualitative research methods, data analysis, and survey design.
Proficiency in MEL software/tools (KOBO, CommCare, ODK, SPSS, STATA, or similar).
Experience in training and capacity building of staff and partners on MEL systems.
Strong communication and report-writing skills in English; knowledge of Afarigna is an asset.
