The Consortium of Christian Relief and Development Associations (CCRDA) and Project HOPE are agreed to implement U.S Department of State (U.S DOS) Health Security Activity (HSA) project to improve the capacity of disease surveillance and response system in 94 woredas of Afar, Amhara, and Tigray regional states. 

CCRDA/CGPP would like to invite applicants for the following position. 

Position: M&E Advisor 

Duty station: Addis Ababa

Reports to: CCRDA/CGPP Deputy Secretariat Director/Technical Lead 

 Terms of Employment:       One-year contract with possible extension

 Salary:  Negotiable

The M&E Advisor will be responsible for the overall Monitoring, Evaluation and Learning aspect of the HAS project; works jointly with the other CCRDA/CGPP Secretariat and implementing partner’s staff for the project monitoring and evaluation; provides mentorship for partners to ensure all the set targets are achieved; leads regular project monitoring and evaluation activities at all levels; organizes on the job staff training on monitoring and evaluation as required; produces periodic and progress reports and submits to the Deputy Director (and P-Hope); and performs other related tasks as required. 

 Specific Duties and Responsibilities:

  • Prepares work plans, conceptual frameworks, M&E indicators and monitoring matrix for the project.

  • Design procedures and instruments for project monitoring and evaluating framework to be used at all levels. 

  • Actively involved in strategic planning and review of the CGPP Secretariat.

  • Establish monitoring and evaluation system and databases for data analysis, presentation and utilization.

  • Oversee and execute M&E activities included in the disease’s surveillance and outbreak response programs, with particular focus on outcomes and impacts.

  • Fosters participatory planning and monitoring; organize refresher training for project staff and primary stakeholders with a view to improving local capacity.

  • Undertakes regular visits to the partners field office and community level to support implementation of M & E plan.

  • Collects indicator data from partners field office on a regular basis.

  • Analyzes data and tracks progress on key indicators and generates periodic reports

  • Ensures project data quality control such as accuracy, consistency, and timeliness of reporting aligned with indicators and targets.

  • Compiles monthly HSA progress update and submits to P-Hope and CCRDA

  • Compiles quarterly, biannual, and annual reports from partner organization and submits to P-Hope with approval of D/Sec Director.

  • Involve in project baseline, midterm and final evaluation surveys in collaboration with P=Hope. 

  •  Participates in various forums, technical working groups and other relevant networks.

  • Develops and sustains use of mobile devices and web-based project monitoring and evaluation.

  • Works with Communication Advisor in documenting best practices and lessons; and preparing success stories and articles for publication.

  • Performs any other responsibilities in the general support of CGPP Secretariat.   

Job Requirements

Preferred Qualifications/Experiences:

  • MD/BSc in public health with master’s degree in M&E or BSc in Statistics with master’s degree in public health from recognized University or Collage 

  • At least 3 years of NGO experience and 7 years proven experience in the area of disease surveillance, public health programs, or One Health initiatives at national and regional levels.

  • Knowledge and proven experience on monitoring and evaluation of health programs including community-based diseases surveillance activities.

  • Knowledge and proven experience in planning and execution of surveys and operational research

  • Strong knowledge and skills in basic and advanced software utilization and data analysis 

  • Demonstrating personal integrity and trustworthiness

  • Strong written and verbal communication skills 

  • Planning, time management and presentation skills
