Job Description
The purpose of the public health promotor /community mobilizer position is to assist the WASH specialist in leading the public hygiene promotion and community engagement pillar of the WASH project. The public Hygiene promotor (PHP)/Community Mobilizer (CM) will be a team member of CARE Ethiopia, NPO field office and responsible for the overall WASH activities focusing on technical partes of the software project component, public hygiene promotion planning based on the baseline assessment findings and agreed communities awareness, behavioral and practice gaps, creating strong coordination with all stakeholders (Zonal health, water and energy departments and woreda health and water and energy offices, zonal education department and woreda education office and all relevant departments and offices, NGOs working in the area mainly on public hygiene promotion and community). The PHP will organize and lead different capacity building training courses under the leadership of NPO and facilitate the community engagement activities in collaboration with the trained WASHCOs, Community Health Volunteers (CHVs) and Health Extension Workers (HEWs). He/she is responsible for ensuring the alignment of the public hygiene promotion activities including major topics with local government priorities. He/she will ensure properly mainstreaming of gender, protection and issues of people with especial needs during construction of WASH facilities, public hygiene promotion and distribution of any WASH related NFIs. Participate on WASH related assessments and cover the software components, write regular reports as requested by line manager, participate on WASH and coordination meetings representing CARE Ethiopia, NPO Field Office, as assigned by the Team Leader and managers, contribute to the regular reports and participate on monitoring activities.
Job Responsibility #1: Training and Technical Support
Assists the WASH officer / specialist in assessing the social aspect of proposed water development projects including its feasibility from communities’ acceptance and inclusion points.
Assists the WASH officer/ specialist in developing TOR for training and leading WASH related trainings.
Facilitate community meetings during selection of WASHCOs in collaboration with local government and HEWs.
Ensure inclusion and addressing public hygiene issues and community mobilization components during the training of WASHCOs.
Lead public hygiene promotion and community mobilization activities by developing regular plans for HEW and CHVs.
Assist the WASH officer/ specialist maintains an inventory of materials for WASH projects and ensures delivery of materials to sites.
Facilitate FGDs with communities in coordination with HEW and CHV and capture the meeting report.
Collect reports from HEWs and CHV regularly and document.
Monitor water safety and provide feedback.
Provide training to the community (HHs) on the safe water chain and HH level water treatment system and its overall storage.
Develop/identify/duplicate IEC materials for local use with local language in consultation with other stakeholders.
Job Responsibility# 2: Coordination and Networking (45% of the time)
As assigned by the line manager, patriciate on different WASH coordination meetings.
Create strong linkage with health, education and NGOs in the locality and work closely
Align planned activities with government plan as much as possible and work closely with HEWs and health extension program and CHV and WASHCOs.
Participate and lead local WASH cluster meetings as appropriate.
Participate in local emergency taskforce meetings representing CARE Borena FO WASH unit/department.
Job Responsibility# 3: Supervision (35% of the time)
Supervise public hygiene promotion activities/sessions using community engagement approaches and tools by HEWs and CHVs.
Supervise and guide WASHCOs and water scheme care takers on proper management and operation of the rehabilitated / constructed/ maintained WASH facilities.
Supervises the construction of spring protection schemes, shallow wells, cattle trough, washing labs, showers, and irrigation canals to ensure efficient use of materials and labor and ensures that high standards are maintained focusing on protection and accountability aspect and public health issues.
Supervise proper implementation of public hygiene promotion activities by HEWs, CHV and WASHCOs.
Supervise proper demonstration of proper hand washing with soap or other detergents, HH level water treatments using different locally feasible item and latrine construction, utilization and management.
Job Responsibility# 4: Learning (10% of the time)
Keeps up to date with developments in the sector, including best practice examples and ensure ongoing personal development and learning
Documents and disseminates lessons learned at the field/site levels from WASH program mainly public hygiene component (Communities Awareness, Behavior and practices).
Responsibility # 5: Performs other duties as assigned (About 5% of the time)
III. PROBLEM SOLVING (Thinking Environment) (About 5% of the time)
This position falls under category one level of problem solving. What and how to do it will be defined by the WASH officer/specialist and Addis based technical team. This incumbent will carry out his/her assignment as per the guidance of the supervisor or matrix manager (from Addis Ababa).

V. QUALIFICATIONS (KNOW HOW)
A) EDUCATION/TRAINING
Required:
Diploma in Environmental Health or Nursing or equivalent combination of education and with more than 2-5 years’ work experience.
Desired:
BSc in Environmental Health, Public Health, public Nurse
B) EXPERIENCE
Required:
1.5 years for Diploma and 2 years for BSc in above fields.
Desired:
Work experience in Humanitarian program.
C) TECHNICAL SKILLS
Required:
Knowledge of Public hygiene promotion in Emergency and recovery context
Knowledge and experience of participatory public hygiene promotion approaches and tools like Community Engagement.
Good communication skills in English.
Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, equity / inclusion, participatory approach and emergency and recovery program
Desired:
Knowledge of the intervention areas and experience on emergency response projects
Capacity of local language (regional working language)/ at least speaking is mandatory

VI. CONTACTS/KEY RELATIONSHIPS
The Public Hygiene promoter / Facilitator for Empowerment is expected to establish and maintain good relations with Communities and counterpart government institutions, and other stakeholders. She/he will also work closely with the Construction Supervisor, Water Engineer, Extension Agents and other CARE Field Office staff.
VII. WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED.
The Public Hygiene Promoter / Facilitator for Empowerment is based in the Beyeda and Sekota Zuria woreda. However, she/he is expected to spend 80% of her/his time in rural areas working with the community.
