Job Description

In support of Ethiopia’s commitment to achieving Universal Health Coverage (UHC) by enhancing Primary Health Care, JSI’s Strengthening Service Delivery (SSD) project aims to increase the availability and uptake of high-quality, integrated, and gender responsive reproductive, maternal, newborn, child health and nutrition (RMNCH-N) services. Key focus areas include building health care provider competencies, strengthening integrated RMNCH service delivery systems, and enhancing last-mile delivery of RMNCH-N supplies and commodities.
The Monitoring, Evaluation and Research (MER) Advisor is a full-time position with JSI/SSD project. The MER advisor will report to Monitoring, Evaluation and Research Director. The MER advisor will be responsible for providing technical assistance for field support activities, ensuring technical quality of data-related issues, synthesis and documentation of program learnings and ensuring learning is disseminated, understood, and applied in program development. Monitoring and evaluation activities will assess and report on project outputs and life-of-program effects and results, providing with a record of progress, effectiveness, and lessons learned. The overall approach is expected to provide decision-makers with accurate, practical, and useful information (both quantitative and qualitative) in a consistent, timely, and cost-effective manner.
Develop and implement the comprehensive plan for M&E, research, evidence generation, learning, and adaptation in line with the project's Detailed Implementation Plan.
Develop strategy for learning and knowledge management in harmony with JSI’s Strategic Information Strategy document.
Design routine monitoring forms, provide training on data collection, compile and aggregate data, maintain databases, generate descriptive statistics, and provide support to surveys and evaluations
Manage M&E and research activities, monitoring visits, and documentation of program learnings and track implementation research progress and implementation adaptations
Develop process evaluation research protocols; design mHealth-based research/survey data collection tools through ODK/SurveyCTO platform and provide training for data collectors; and coordinate fieldwork
Provide technical support in M&E for the project and work closely with other staff to integrate M&E into daily activities and inform better program implementation;
Provide M&E quality assurance for monitoring, evaluation, and research activities and ensure adequate documentation of all processes and results;
Provide oversight to the field staff and implementing partners concerning M&E;
Provide technical and targeted capacity-building support in M&E and research to staff, local implementing partners, and other key partners/stakeholders; implement M&E capacity-building strategy for partners including conducting M&E capacity assessments and developing M&E systems strengthening plans for each partner;
Take a lead role in the evidence and learning system of the project
Facilitate documentation of program learnings and experiences and produce case studies, best practices; success stories, and lessons learned for internal and external use
Represent the program to partners and private organizations to ensure visibility and increase awareness; and look for/seek opportunities to share program results at international fora;
At least a BSC or advanced degree in public health, health informatics, statistics, or related social sciences
A minimum eight years of M&E experience in large health programs;
Technical and systems skills
Demonstrated applied skills in HIS (DHIS2, eCHIS and CHIS/HMIS tools), M&E methods, evidence, learning, or knowledge management, implementation science, and communications/documentation and use of data for strengthening project performances.
Proficient in quantitative/qualitative research methods and data management & analysis (Stata, R, or SPSS; plus Excel/Power BI or Tableau).
Soft Skills
Highly developed interpersonal and communication skills, including problem-solving, presentation skills and the capacity to effectively work with multiple stakeholders within and outside Ethiopia
Ability to present complex information succinctly and compellingly, and to use innovative forms of communication;
Excellent interpersonal, teamwork, supervisory, communications and mentoring skills.
Programmatic
Experience in the Ethiopian PHC system including HIS system
Ability to work in diverse settings with public, private, and NGO sectors;
Field-level supervision and supportive mentorship
Ability to tailor data collection approach to local needs, interests, and capabilities;
Ability to convey M&E results to non-technical stakeholders and generate interest in the use of M&E data/results for programmatic improvements;
Demonstrated capacity to oversee the development/implementation of work plans, reports and presentations;
Willingness to travel to the field
