Job Description
Review policies and procedures and submit to the CEO of the Fund for further review;
Review annual plan and budget of the Fund and submit to the CEO of the Fund for further review;
Review periodic progress report of the Fund and submit to the CEO of the Fund for further review;
Establish effective accounting systems and monitor its proper implementation and compliance with Financial and Accounting Manual of the Fund;
Establishes and implements internal controls to ensure that the Directorate’s day-to-day operational activities are efficient and effective, and are in-line with approved plans, and budgetary allocations;
Ensure that the Fund has adequate liquidity for its operational and capital expenditure;
Submit periodic financial statements to the CEO for its review and oversight;
Provide required financial data and documents for internal and external auditors;
In consultation with CEO and other concerned organ of the of the Fund, lead and implement human resource management activities, i.e., human resource planning, recruitment, selection, orientation, assignment, transfer, promotion, training, performance evaluation, compensation, grievance handling, taking disciplinary action, maintaining personnel files and others;
Ensure that human resource management policies and procedures of the Fund is properly implemented;
Ensures effective development and administration of IT systems;
Ensure that procurement and property administration activities of the Fund are carried out in line with relevant policies and procedures of the Fund;
Carry out any other duties that are within the scope of Finance and Administration Directorate and as requested by the CEO of the Fund.

Required Minimum Educational Qualification and Work Experience: 2nd Degree or above in Economics, Management, Accounting, Accounting and Finance, Accounting and Auditing, Banking and Finance, Business Administration or Business Management. Minimum of 12 years of experience for 2nd Degree or 10 years for PhD holder, in supervision of financial institutions, in finance, in accounting, in procurement and property administration, in human resource management or in administration of an institution, preferably in financial sector regulatory organ, of which 3 years in managerial position/Team Leader
