The Ethiopian Agricultural Transformation Institute (ATI), formerly known as the Agricultural Transformation Agency (ATA), is a strategy and delivery-oriented government institute created to help accelerate the growth and transformation of Ethiopia’s agriculture sector, which is a key contributor to the country’s GDP, exports, and workforce. The ATI’s work is centred on improving the livelihoods of smallholder farmers (SHFs) across the country for improved income, inclusiveness, resilience, and sustainability.
The ATI works to transform the agriculture sector in Ethiopia by conducting policy and analytical studies, providing technical implementation support and capacity building, coordinating. platforms to better integrate partners and projects and designing and directly leading several innovative/pilot interventions. The Institute joins forces with various stakeholders, including policymakers, researchers, farmers, and development partners, to support the implementation of agricultural development programs and initiatives. In addition, the ATI collaborates with national and international partners to facilitate knowledge exchange and learning opportunities. The Institute plays a crucial role in generating and disseminating information to support evidence-based decision-making in Ethiopia’s agricultural sector.

POSITION SUMMARY:
The Junior Finance Officer is responsible for the execution of financial transactions, recording, posting, and reporting. The job holder performs financial transactions which includes receiving of payment requests, preparation of vouchers, disbursement activities and preparation and timely submission of VAT/WHT reports. He/she supports Senior Finance Officer in data management, budgeting, and planning, and reporting-related activities. In addition, the job holder executes other additional activities as requested by the senior Finance Officer/Operation Senior Manager. This position directly reports to the Sr Finance Officer.
DUTIES AND RESPONSIBILITIES:
Outcome 1: Assist the Budget Preparation Process (15%)
Closely support Senior Finance Officer during the budget formulation process
Support reviewing of the draft budget prepared and provide feedback before it is submitted to HQ
Support & ensure that the approved budgets and subsequent amendments are correctly uploaded into the system.
Manage & process Gov’t budget/ IFMIS /.
Assist in compiling periodical BVA for budget holders for their review and further action.
Assist Senior Finance and Sub-grant officer in preparing Cash Transfer Request.
Outcome 2: Perform Effective Disbursement and Settlement Process (25%)
Ensure all payment requests are received, reviewed, and approved by designated approvers
Receive approved payment requests and process payments using standard accounting system (ERP, IFMIS, IB etc) with high level of accuracy.
Check the completeness & validation of documents in respect to payments and settlements of advances.
Facilitate Workshops, Prepare Payment sheet for training participants correctly and timely.
Effect Workshop payments in enternet Banking in due care timely and correctly.
Capture all financial transactions correctly and timely on ERP, IFMIS and IB in accordance with ATI accounting practices and guidelines.
Assist Senior Finance Officer in ensuring the application of robust a adequate financial controls and procedures in line with ATI finance policies and good accounting practices.
Outcome 3: Process Effective Record keeping & Posting (30%)
Ensure all financial transactions and records are correctly, and timely registered.
Ensure all financial records are completed by the necessary supportive financial documents, accurately and consistently applied across all aspects of financial transaction processing, financial management, record keeping, and reporting.
Post transactions under the guidance and closer supervision of the Senior Finance Officer.
Ensure all nominal and permanent accounts are accurately recorded and reconciled to process month/year end closing.
Outcome 4: Effective Data Management and Quality Report (15%)
Keep data integrity and accurate and timely recording of all financial transactions in the ERP/IFMIS accounting systems.
Keep the accuracy of financial data and reports.
Compile and submit financial reports as required.
Produce timely and accurate reports for Government Taxes (VAT, WHT etc).
Outcome 5: Implement Compliance and Risk Management (10%)
Identify financial risks and respond to potential risks before they occur.
Respond to changes in laws and regulations as they arise.
Manage all organizational resources as per financial rules and regulations
Cooperate with internal & external auditors and facilitate for the smooth delivery of the assignment
Outcome 6: Support to HQ and Additional Duties (5%)
Process workshops, trainings and other payments sent from HQ
Settle and report all workshops and trainings facilitated for HQ
Perform other additional unplanned assignments given by supervisors
Required Qualification, Competencies and Experience
Minimum bachelor’s degree in accounting
At least 2 years’ relevant work experience as Junior finance Officer, Accountant or Cashier- Accountant or similar field
Previous experience in NGO’s, Donor/GOV’t Bilateral/Multilateral Organizations is an asset
Computer knowledge in MS Office (Excel, Word, particularly QuickBooks etc.) and data analysis tools.
Knowledge of local laws of the country
Willingness to work long hours and ability to work with other teams
Excellent oral and written communication skills
Proficiency in oral and written English, Somaligna and Amharic languages
Strong team player with multi-tasking and prioritization skills
Strong attention to details, confidentiality and accuracy
Certification in Project management is preferred.
