Job Description

To manage and strengthen the Human Rights Resource Centre, ensuring that resources (print, digital, and multimedia) are well organized, accessible, and aligned with the Ethiopian Human Rights Commission’s mandates. The Officer plays a key role in information and knowledge management, supporting research, advocacy, human rights education, and capacity-building initiatives by providing relevant and timely resources. 

Main Duties and Responsibilities:

  • Develop, organize, and maintain the Human Rights Resource Centre, including books, journals, training manuals, reports, and digital content;

  • Catalogue and classify resources using appropriate library or knowledge management systems;

  • Regularly update collections to ensure resources are current, diverse, and relevant to human rights education, research, and advocacy;

  • Archive EHRC publications, training materials, and human rights reports for institutional memory;

  • Support staff, researchers, and external users in accessing and using human rights resources;

  • Provide reference and research support by sourcing materials on national, regional, and international human rights frameworks;

  • Manage online databases, digital libraries, and e-resources related to human rights;

  • Develop resource guides, bibliographies, or thematic collections on emerging human rights issues;

  • Facilitate orientation sessions, workshops, or trainings on how to use the Resource Centre effectively;

  • Support initiatives that raise awareness and strengthen a culture of human rights through resource-sharing and exhibitions;

  • Establish and maintain partnerships with universities, civil society organizations, and national/international human rights institutions for resource sharing;

  • Work with donors and technical partners for resource center development support;

  • Represent the Resource Centre in knowledge exchange forums, networks, and professional associations;

  • Prepare annual work plans and budgets for the Resource Center;

  • Track and report on resource usage, user statistics, and impact on programming;

  • Ensure policies on borrowing, access, and intellectual property are followed;

  • Identify gaps in resources and make recommendations for acquisition;

  • Participate in relevant working groups/committees, staff meetings; 

  • Performs other related duties as assigned by supervisor.

Generic Duties of the Position:

  • Prepare the function work plan and monitor their implementation. Review, approve and submit Function reports to relevant organs.

  • Identify human resources requirements of the Function and develop plan for meeting the requirements. Support the development of subordinates through periodic performance evaluations, coaching, mentoring, ongoing performance dialogue and feedback. Oversee the systematic identification of skill and competency requirements for the Function. Manage disciplinary concerns of the function’s staff as per the company’s policy.

  • Develop policies and procedures for the Function and lead in their implementation and continuous review.

  • Represent the Commission in external relationships related with the Function based on the Commissioner’s approval. 

  • Take part in the group decision making process by forming part of different groups/committees

Job Requirements

Qualifications and Experience:

  1. BA/MA degree in library science, information/ knowledge management or information science. 

  2. 4 years of relevant experience in resource center management, documentation, knowledge management for BA holders, and 2 years of relevant in resource center management, documentation, knowledge management for MA holders.

  3. Proficiency in cataloguing and library/resource management systems.

  4. Strong research and information retrieval skills.

  5. Familiarity with digital resource platforms and online databases.

  6. Strong organizational and analytical skills.

  7. Excellent written and verbal communication skills.

  8. Ability to work collaboratively across teams and engage with diverse stakeholders.

  9. Creativity in promoting access to knowledge.

  10. Computer literate.

  11. Knowledge of Amharic required. Knowledge of other local languages is advantageous
