Ethiopia is undergoing a comprehensive economic transformation. As part of its Homegrown Economic Reform Agenda, the Government is committed to strengthening the manufacturing sector through the development of targeted policies and strategies. However, despite this progress, the private sector continues to face significant challenges related to the legal and regulatory framework, input supply, access to finance, and tax and customs procedures.
To help overcome these challenges, the Private Sector Development in Ethiopia (PSD-E) programme is enhancing its support for national reform initiatives. Within this framework, a new component has been launched to promote evidence-based, private-sector-oriented reform in industrial policy and improving the enabling business environment.
We are seeking a motivated and experienced Advisor on Industry Policy to join our team in Addis Ababa. In this role, you will be seconded to the Ministry of Industry. You will play a key role in shaping and implementing innovative solutions to address bottlenecks, strengthen institutional capacity, and promote a transparent and efficient policy environment that enables the business environment conducive for private sector growth.

. Policy advisory and technical assistance
Support the Ministry of Industry in implementing Ethiopia’s Manufacturing Industry Policy.
Conduct assessments of key industrial sector policies particularly Textile and garment and Leather sector and identify the best regional and international practices to inform policy improvement.
Provide high-level policy advice to senior officials of the Ministry of Industry and the PSD-E project team to support national reform objectives.
Prepare policy briefs, progress reports, talking points, and presentations for senior government officials.
Monitor legislative and regulatory developments relevant to the industrial sector, analyze their implications, and recommend appropriate policy responses
Strategic coordination and Liaison
Coordinate input between Ministry departments, development partners, and the PSD-E project to ensure coherence in policy priorities.
Strengthening communication and collaboration between the Ministry, private sector stakeholders, PSD-E and international partners.
Represent or support the Ministry in policy dialogues, technical committees, and high-level meetings related to industrial policy
Research, analysis and Stakeholder Coordination
Work closely with the PSD-E project team to ensure consistency with project objectives and manufacturing sector priorities.
Strengthen partnerships with public and private stakeholders by organizing Public-Private Dialogue (PPD) sessions, stakeholder consultations, and validation workshops.
Support all stages of results-based project management, including development of Terms of Reference (ToRs), contract management, monitoring and evaluation, and reporting
Qualifications
Master’s degree (or equivalent postgraduate qualification) in Economics, Industrial Policy, Public Policy, or a related field.
Additional training or certification in Industrial Policy, Factory Management, or relevant international industry standards is considered an asset.
Professional Experience and Technical Knowledge
At least 10 years of relevant professional experience in industrial policy, manufacturing sector governance, or factory management.
Demonstrated experience in advising government institutions on policy reform, industrial development, factory governance and Industrial Park
Sound knowledge of international and regional industry standards
Strong understanding of manufacturing sector challenges and the ability to propose evidence-based policy recommendations.
Ability to analyze and interpret legal and regulatory frameworks and contribute to their reform within the industrial sector.
Familiarity with project cycle management, monitoring and evaluation (M&E), and results-based reporting.
Excellent command of English and Amharic, both spoken and written.
Proficiency in MS Office and digital collaboration tools; knowledge of industry-related data systems is an advantage.

Excellent advisory and communication skills, with the ability to engage effectively with senior government officials, private sector representatives, and technical experts.
Strong intercultural competence and ability to operate effectively in complex, multi-stakeholder environments.
Collaborative team player with a proactive and solution-oriented approach, capable of working independently under pressure.
Demonstrated gender sensitivity and awareness of diversity and inclusion principles.
Proven ability to meet tight deadlines, adapt to changing priorities, and respond constructively to feedback.
