Senior Proposal & Project Engineer

Department: Project Management / Business Development

Report to: Managing Director 

Location: 4th Floor Batha Complex, Addis Ababa – Ethiopia

Position Summary

The Senior Proposal & Project Engineer is a critical role that bridges our business development, estimating, and project execution teams. This individual owns the process from the initial tender stage through project award and administration. Responsibilities include leading proposal development, managing the tender process, administering contracts, and providing technical office engineering support to ensure project delivery aligns with the winning strategy. This role requires a unique blend of strategic business acumen, technical depth, and meticulous attention to contractual detail.

Duties & Responsibilities:

A. Marketing & Tendering (Pre-Contract)

  • Opportunity Identification: Review and analyze solicitations (RFPs, RFQs, ITTs) to determine bid/no-bid strategy.

  • Proposal Leadership: Lead the end-to-end preparation and submission of compelling technical and commercial proposals.

  • Content Development: Write, edit, and compile proposal sections, including project methodology, execution plans, company qualifications, and past performance references.

  • Bid Coordination: Coordinate with estimators, schedulers, and technical experts to develop accurate cost estimates and project schedules.

  • Risk Analysis: Conduct initial contract review during the tender phase to identify and mitigate potential risks related to terms and conditions.

  • Client Interaction: Participate in pre-bid meetings, site visits, and client presentations as a key technical and commercial representative.

B. Contract Administration & Compliance (Post-Award)

  • Contract Setup: Lead the project kick-off meeting, ensuring all team members understand the contractual obligations, scope, and critical milestones.

  • Primary Contract Management: Administer the prime contract with the owner/client, ensuring full compliance with all terms and conditions.

  • Subcontractor Management: Prepare, negotiate, and administer subcontracts and purchase orders. Manage the subcontractor invoice approval process.

  • Change Management: Manage the entire Change Order process, including identification, pricing, negotiation, and execution for both client and subcontractors.

  • Financial Oversight: Prepare and submit monthly payment applications to the client. Assist the Project Manager with cost forecasting and financial reporting.

  • Claims & Dispute Avoidance: Maintain meticulous records to protect the company's contractual position and support the resolution of any disputes.

C. Office Engineering & Project Support (Post-Award)

  • Document Control: Establish and manage the project's document control system (e.g., Procore, Aconex) for all drawings, RFIs, submittals, and correspondence.

  • Technical Administration: Oversee the formal communication processes, including Requests for Information (RFIs) and submittals, ensuring timely review and approval.

  • Meeting Management: Prepare agendas, document minutes, and track action items for project meetings (OAC, coordination, etc.).

  • Quality & Compliance Support: Assist the project team in maintaining quality control and safety documentation as required by the contract.

  • Closeout Management: Lead the project closeout process, including the collection and assembly of all required manuals, warranties, and as-built drawings.

Job Requirements

Qualifications & Skills

Education:

  • Bachelor’s degree and above in Civil Engineering, Construction Management, or a related field.

Experience:

  • 5-8 years of progressive experience in the engineering/construction industry, with demonstrated experience in at least two of the three core areas: tendering/bidding, contract administration, and office/project engineering.

  • Proven track record of successfully contributing to winning proposals for projects.

  • Experience managing contracts for complex projects from start to finish.

Technical & Professional Skills:

  • Mastery of Software: Expert-level proficiency in Microsoft Office Suite (especially Word for proposals and Excel for analysis), project management software, and estimating/scheduling tools.

  • Strategic Writing: Exceptional technical writing and editing skills with the ability to craft persuasive, compliant, and winning proposal content.

  • Contractual Expertise: Deep understanding of standard construction contracts (e.g., AIA, EJCDC, FIDIC) and the ability to negotiate terms.

  • Financial Acumen: Strong analytical and numerical skills for cost analysis, change order pricing, and financial reporting.

  • Technical Literacy: Ability to read and interpret complex engineering drawings, specifications, and technical documents.

  • Leadership & Communication: Superior interpersonal and communication skills, with the ability to lead cross-functional teams, interact confidently with clients, and present complex information clearly.
