ASM Consultancy Opportunity

DEADLINE: OCTOBER 30, 2025

The American Society for Microbiology (ASM) is seeking an experienced Program Specialist (PS) contractor to join its Global Public Health Programs (GPHP) for the US Department of State /Ethiopia Health Security Activity. This role involves facilitating timely project implementation, executing and monitoring the procurement of laboratory equipment, reagents, supplies, and consumables while ensuring compliance with contractual, financial, and programmatic requirements. The consultant will act as a liaison for key stakeholders and should have a strong background in microbiology or laboratory sciences, health program coordination, and management, with skills in stakeholder engagement, procurement, and training workshop. The position will be based in Ethiopia for 5 months, from November 2025 to March 2026 with anticipation of extending for an additional 6 months, providing support to a cross-functional team that includes the ASM HQ Program Director and Program Officer in Washington, D.C., and ASM consultants-based Ethiopia.

Duties & Responsibilities:

Responsibilities & Functions

Procurement Management

  • Manage all aspects of international procurement logistics, with a strong focus on customs clearance rules and regulations (e.g., HTS codes, duties, tariffs, Incoterms).

  • Lead price negotiations with suppliers to secure favorable terms, quality, and delivery schedules. 

  • Evaluate supplier proposals, conduct cost analyses, and manage vendor selection. 

  • Ensure compliance with legal standards by working with customs brokers and suppliers and Ministry officials. 

  • Coordinate with logistics partners for timely and cost-effective transportation of goods and mitigate supply chain risks.

  • Ensure the creation, maintenance, and proper archival of all necessary procurement documentation, including Purchase Orders (POs), contracts, bid comparisons, and quality assurance records.

  • Manage supplier contracts, ensuring terms and conditions are clearly defined and met throughout the contract life cycle.

  • Ensure procured materials and services meet required technical specifications and quality standards before final purchase.

  • Ensure all procurement activities adhere to ASM policies, ethical standards, and local regulations. 

  • Performs other duties as assigned

Program Logistics 

  • Assist in organizing in-person workshop/training-related activities as required and in collaboration with ASM’s SMEs, Project HOPE, EPHI and other local partners. 

  • Handle all logistics details for training and conferences, including sourcing vendors, selecting local venues, coordinating transportation. 

  • Provide logistical support for implementation of AMR activities at different sites supported by the program 

Administrative duties

  • Provide comprehensive administrative support to the country team, including preparing detailed reports, organizing official documents, assisting with local travel, and finalizing expense reports. 

  • Submit reports according to a pre-established plan and respond to ad hoc reporting needs.

Job Requirements

  • A bachelor’s degree in science, Public Health, Development Studies, Business Management, Business Administration, Social Sciences, or a related field. A master’s degree is preferred.

  • A minimum of five (5) years of experience in coordinating the procurement of microbiology laboratory-related equipment and supplies in Ethiopia.

  • Experience with an international non-profit organization is preferred but not required.

  • Proficient in planning, developing, and administering projects, including budgeting and reporting.

  • Strong communication and interpersonal skills, enabling effective coordination with multiple offices, partners, and stakeholders.

  • A proactive approach with a focus on quality, accuracy, and attention to detail.

  • High proficiency in English.

  • Proficiency in Microsoft Office.
