Job Description

Beza Posterity Development Organization (BPDO) was founded in 2000 as an anti-HIV/AIDS club during a time when the virus was the leading cause of death, and stigma and discrimination were widespread. BPDO's head office is located in Bole Sub-city, Addis Ababa, and it has regional coordination offices in Bahir Dar, Kombolcha, Semera-Logia, Harar, along with project offices in Dessie, Debre Birhan, Shewa Robit, Kemissie, Mekane Selam, Woldiya, Gondar, Sekota, Debark, Metema, Debre Markos, Injebara, Dejen, and Chagni. Project Overview

The TB REACH Wave 11 Project is designed to address existing knowledge and skill gaps in chronic respiratory disease (CRD) care at primary healthcare units (PHCUs) by extending respiratory care services to diverse and often underserved groups within the selected zones. We planned to reach a wide array of individuals, including those in a detention center who may lack consistent access to healthcare. It will also target transient workers at local construction sites, whose mobile lifestyle often limits their interaction with healthcare services. Additionally, semi-pastoralist communities across three zones will benefit from tailored outreach, meeting their unique needs through culturally sensitive approaches.

Women working in agricultural fields in these zones, who may be exposed to respiratory health risks, are also a focus group. Elderly individuals, often homebound and with limited access to specialized care, will receive targeted service. Individuals attending follow-up clinics, outpatient departments, and maternal and child health (MCH) services will be engaged to ensure continuity of care. We will address youth engaging in risky behaviors, such as smoking and substance abuse, particularly in key areas across intervention zones. The overall approach is designed to achieve the project's outlined outcomes. 

As per the organizational scale

The TB REACH Project field Officer is responsible for coordinating, implementing, and monitoring project activities related to TB and chronic respiratory diseases (CRDs) in the assigned zones. The role aims to strengthen TB case detection, support community-based interventions, improve CRD management at the PHCU level, and ensure quality data reporting and performance tracking in line with project objectives.

Main Duties and Responsibilities

Program Implementation

  • Coordinate and implement all TB REACH project activities in the target zones (Gofa ). Zone Support integrated TB and CRD screening (Asthma and COPD) at PHCUs and through outreach programs.

  • Facilitate mobile screening for hard-to-reach and nomadic populations.

  • Coordinate community mobilization, contact tracing, and treatment adherence support activities.

  • Work with zonal and district health offices to strengthen health system capacity and supervision.

  • Ensure that gender-responsive and inclusive approaches are applied across all project interventions.

Monitoring, Evaluation, and Reporting

  • Collect, verify, and analyse program data in collaboration with M&E and health facility staff.

  • Conduct regular field visits, follow-up, and on-site supportive supervision to ensure activity quality and compliance.

  • Prepare and submit monthly narrative and financial progress reports to the Project Manager.

  • Document best practices, challenges, and lessons learned to inform project adaptation.

Coordination and Partnership

  • Liaise with local government partners, health offices, and community leaders for effective project delivery.

  • Participate in zonal review meetings and technical working groups.

  • Facilitate coordination between community volunteers, HEWs, and TB focal persons at PHCUs.

  • Represent BPDO in regional and zonal stakeholder meetings when assigned.

Financial and Resource Management

  • Support the preparation of activity budgets and ensure cost-effective implementation.

Ensure proper use and accountability of project resources in accordance with BPDO and donor regulations.

Gender

  • Demonstrate understanding of BPDO’s Equality Strategy

  • Contribute to ensuring that BPDO is a place where men and women are treated equally and with dignity and respect 

  • Demonstrate gender equality awareness and gender sensitivity, and an ability to integrate a gender equality perspective into tasks and activities

Job Requirements

Education

  • Bachelor’s degree in public health, Nursing, or related health sciences.

Experience

  • Minimum of 3 years’ experience in TB or public health program implementation.

  • Experience working with NGO-led community health projects.

  • Strong understanding of TB, Asthma, and COPD case detection and management.

  • Familiarity with health system strengthening and PHCU operations in Ethiopia.

Skills and Competencies

  • Strong coordination, communication, and facilitation skills.

  • Excellent data management and reporting ability.

  • Proficiency in Microsoft Office and health data systems (DHIS2, e-TB Manager).

  • Good command of written and spoken English and Amharic; knowledge of local language(s) is Advantageous.

  • Ability to work under pressure and in remote field settings.

Working experience in the TB program

  • Percentage increase in TB case detection in target zones.

  • Number of people screened for TB, Asthma, and COPD.

  • Timely submission of accurate monthly reports.

  • Effective coordination with zonal and woreda health offices.

Implementation of at least six monitoring and supervision visits annually.
