Position: Monitoring & Evaluation Coordinator

Duty Station: Addis Ababa

Duration of Contract: One-year contract, renewable (with 60 working days of Probation)

Salary: As per the salary scale of the organization

The Monitoring & Evaluation (M&E) Coordinator will provide support for projects in Area Programs by overseeing data collection, collation, and analysis. The role supports the overall M&E strategy and capacity building in Area Programs, with primary responsibilities including evaluations, assessments, performance monitoring, and deriving actionable insights. The M&E Coordinator will work closely with Area Program teams, stakeholders, and leadership to ensure M&E processes are effectively integrated into project cycles and organizational strategies.

Principal Responsibilities

Develop and maintain a Project Information Needs Framework to track progress and impacts.

  • Identify project-specific M&E requirements to provide timely support and ensure alignment with program objectives.

  • Conduct regular field visits to monitor project quality and implementation.

  • Review socio-economic data for informed decision-making.

  • Conduct baseline, mid-term, and end-line assessments for projects.

  • Facilitate M&E plan implementation and update performance indicators, and data collection methods as needed.

  • Assist in data uploads to Smartsheet and WL3 systems ensuring data accuracy

  • Strengthen community M&E mechanisms through participatory processes.

  • Document project learning and best practices for continuous improvement

Performance Monitoring and Adaptive Management

  • Use real-time dashboards and tracking tools like the Promise metrics to monitor outcomes.

  • Design adaptive, flexible data collection systems in collaboration with Area Program (AP) staff, ensuring data integrity and reliability.

  • Conduct scenario planning sessions to assess trends and recommend adaptive strategies

Data management and reporting

  • Establish effective data collection systems to streamline data gathering and compile, project data for consolidated reports.

  • Review Project Progress Reports to assess impacts, identifying bottlenecks.

  • Lead data quality assurance, analytics, data visualization and client support.

  • Synthesis of structured and unstructured data using quantitative, qualitative, and mixed methods.

  • Convey complex information to Area Program staff in an accessible manner.

  • Handle internal and external data requests, retrieving data from database or electronic files as requested.

  • Identify new data sources and methods to improve data acquisition, analysis, and reporting.

  • Troubleshoot data validation and ensure resolution.

  • Update data, reports, and dashboards on schedule.

Project Design

  • Actively engage in the needs assessment of the SotF projects by using various tools such as PESTLE

  • Closely work with the core and extended team during the system mapping and solution design processes

  • Closely work with the CO MERL team in collecting the baseline and evaluation data of all projects under the National Development Program by using the existing and new measurement frameworks, approaches, tools

Capacity Building and Knowledge Sharing

  • Lead capacity-building initiatives to train teams on M&E, systems-based learning, and knowledge management.

  • Collaborate with stakeholders to ensure effective knowledge dissemination

  • Facilitate regular project reflection sessions to promote learning and refine processes.

Other Activities 

  • With the knowledge of the CO MERL Lead, liaise with government institutions and other NGOs regarding program monitoring and evaluation activities.

  • Provide information to the CO MERL Lead on potential future intervention areas.

  • Perform other tasks as assigned by the supervisor

⮚ Through observation, interviews, and spot-checks, ensure that the staff planning process is gender sensitive.

⮚ Build a better gender balance in staffing through affirmative action.

⮚ Observe if women staff are as involved as men in high-profile activities such as interaction with visitors and chairing meetings, and take corrective action if warranted.

⮚ Encourage female staff to participate in external networks (local and regional), as well as seminars and cross visits.

⮚ Facilitate open and regular discussions with staff on about the work environment, policies, and values convenient to gender issues.

Safety & Security Responsibility

⮚ Encourages compliance of Safety and Security principles and policies of the organization by all staffs;

⮚ Visiting project Offices and operational areas periodically to meet staff and making sure that all staff members are aware of the safety and security procedures;

⮚ Explains to staffs the reasoning behind the organization’s safety and security policies and procedures

⮚ Organizing local training sessions, such as First Aid, Fire Safety, and Defensive Driving for staff members. If possible, he/she should conduct briefing and training sessions himself/herself;

⮚ Ensures that safety and security objectives are added to performance reviews and evaluations of all staff members;

⮚ Encourages staffs to adopt safe and secure practices. Ensuring that updated personnel information related to safety (Record of Emergency Data) and security management are kept in Human resources.

Job Requirements

  • Vibrant personal relationship with Jesus Christ.

  • Experience in research and community participatory methodologies

  • Strong facilitation skills

  • Strong analytical and report writing skills

  • Good understanding of project planning, implementation, Monitoring and Evaluation processes.

  • Good contextual knowledge of local issues, community priorities, organizational relationships, social and cultural constraints and realities, and environmental condition.

  • Knowledge of statistical computer packages e.g. SPSS, STATA, EPI-INFO etc.

  • Knowledge on GIS is an added advantage and excellent written, verbal and presentation communication skills.

  • Proficient in MS Office Suite and highly organized and able to multitask.

Experience & Education

  • ⮚ Bsc/ BA Degree in Monitoring and Evaluation, Health Records, Social Science, Statistics, project management, community development or a related field.

  •  4 years related experience in a relevant position Preferably in INGO Setting.

Distinguishing Competencies

  • ⮚ Strong computer skill and knowledge in the area of Data analysis, MS word, MS Excel, MS Access, PowerPoint and email communication.

⮚ High level of initiative taking in problem solving and data analysis with interpretation skill.

Language

⮚ Proficiency in both spoken and written English. Ability to write reports and business correspondence. Knowledge of local language of the intervention area is preferred.
